Conference Room # 1 Monday, June 15, 1998 Public Services Building CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:35 P.M. by Chair Yamada. Present: Commissioners Bull, Fisher, Thomas, Yamada. Absent: Commissioner Marquez; Commissioner Burrascano was excused as previously noticed. Staff present: Conservation Coordinator Michael Meacham. APPROVAL OF MINUTES: No quorum was present to approve the minutes from the May 18, 1998 meeting. ORAL COMMUNICATIONS: John Rojas of the Chula Vista Historical Society was present to express his sincere thanks to the RCC for recognizing him as Environmentalist of the Year. NEW BUSINESS: Michael Meacham presented a summary background on the proposed increase in the AB939 fee to fund a Household Hazardous Waste Education and Disposal Program. After a brief discussion, it was MSUC (Bull/Thomas) that RCC recommends Council support the resolution and approve and authorize the increase in the AB939 fee to fund the proposed program for household hazardous waste. OLD BUSINESS: None. STAFF REPORT: No meeting will be held on June 29, 1998. COMMISSIONER'S COMMENTS: Commissioner Fisher reported that he attended the recent City Council meeting. He had expressed his concern that in RCC's review of projects the comments were not properly communicated to Council. He specifically noted that Council also contradicted what was reported in RCC comments and it appeared that any communication from RCC was not adequately revievicd. Commissioner Fisher reque~ted that Cou!1cil be more cognizant of reports from the RCC as it reviews its projects. Michael Meacham stated he would relay the message to Bob Leiter. Chair Yamada noted that RCC comments were specifically contradicted as they applied to the Otay Ranch project. He felt that Staff needs to clarity the RCC's review process. Commissioner Bull stated that the RCC needs to be able to review projects far enough in advance to deal with issues in a timely manner and to be of value to the review process.
