HomeMy WebLinkAboutRCC MIN 1998/07/13 - - MINUTES OF A SCHEDULED REGULAR MEETING Resource Conservation Commission Chula Vista, California Conference Room #1 6:30 p.m. Public Services Building Monday, July 13, 1998 276 Fourth Avenue CALL MEETING TO ORDER: The meeting was called to order at 6:32 p.m. by Chair Yamada. Present: Commissioners Yamada, Thomas, Marquez, Burrascano. Absent: Fisher - no vote taken to excuse until next meeting. A motiòn was made (MarquezlThomas) to excuse Commissioner Bull due to a work conflict; vote 4-0, motion carried. APPROVAL OF rvrn-.TlJTES: The minutes of the meetings of May 18 and June 15, 1998 were not approved due to lack of a quorum from those meetings. ORAL COMMUNICATIONS: None. NEW BUSINESS: 1. Election of Officers: A motion was made (Thomas/Marquez) to nominate Robert Yamada to serve as Chairman of the Resource Conservation Commission; nomination accepted by Yamada - vote 4-0, motion carried. A motion was made (Yamada/Thomas) to nominate Cindy Burrascano as Vice Chair of the Resource Conservation Commission; nomination accepted by Burrascano - vote 4-0, motion carried. 2. Summary of Activities - It was MSUC (Marquez/Thomas) to add to the list of projects under Highlights of Activities Dust Control after Valley Fever; vote 4-0, motion carried. RCC comments and recommendations to Council include the following: a. Add a 201h point to the CO2 Reduction Plan and add education in the schools and community to implement the controi of leaf blowers and how boating fumes contribute to carbon dioxide into the environment. b. Requests progress on the MSCP to include the Subarea Plan. c. Recommend RCC review all environmental issues including amendments. d. That Council consider quality oflife benefits as well as financial benefits to the City when making its decisions. 3. IS-98-30 - Ridgeback Professional Center - It was MSUC (Burrascano/Thomas) to approve the mitigated negative declaration as presented. A motion was made by Marquez to encourage the use of sprinklers in this specific project and in other general projects and to enforce the use of sprinklers in all buildings; no second was heard, motion failed. RCC Minules 7-13.wpd - -. Resource Conservation Commission Page 2 STAFF COMMENTS: Doug Reid handed out to each Commissioner a notebook of the Draft EIR on the next phase of Otay Ranch. Presentation of the project will be held at the August 3 meeting with discussion to be held on August 17, 1998. The hearing on this item is scheduled to come before the Planning Commission on August 26, 1998. Each Commissioner will be given a section of the draft to study as follows: Yamada - traffic, drainage Thomas - air quality, drainage, cultural resources, Notice of Preparation Bull - cultural resources Burrascano - traffic, drainage, biological resources Marquez - biological resources, noise, Notice of Preparation Fisher - biological resources COMMJSSIONER COMMENTS: Commissioner Burrascano stated she would like to see a compatible use list on the Otay Ranch project's next phase. She also stated she would like to have an update on the MSCP when time avails. Commissioner Burrascano thanked Staff for putting the historical signs on the residences. She also asked whether bus lines were available to the amphitheater. Doug Reid suggested she call Joe Monaco for further information. Commissioner Thomas wishes to remind Joe Monaco about the trash limitation and recycling plan for the amphitheater and water park. She also noted the danger and contribution of truck traffic on H Street, Telegraph Canyon Road and Otay Lakes Road. She stated that on East H St. and 1-5 at those same cross streets there is a great amount ofloss of debris from trucks onto the roadways. She will call Joe Monaco about the monitoring and enforcement of dust control measures. ADJOURNMENT: The meeting was adjourned by Chair Yamada at 7:26 p.m. to the regular meeting of August 3, 1998.
