MINUTES OF A SCHEDULED REGULAR MEETING
Resource Conservation Commission
Chula Vista, California
6:30 P.M. Conference Room # 1
Monday, October 5, 1998 Public Services Building
CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:30 P.M. by Chair
Yamada. City Staff Environmental Review Coordinator Doug Reid called roll. Present:
Commissioners Bull, Burrascano, Fisher, Marquez, Thomas, Yamada.
APPROVAL OF MINUTES: A motion was made (Burrascano/Marquez) to approve the minutes
of July 13, 1998 \vith a modification to 2.a. as fc!bv.'s: "Add 1:1 20th point to the CO2 Reduction
Plan and add education in the schools and community. Recommend that the City have a control
on leaf blowers and also promote a reduction in boating fumes which contribute greatly to the
CO2 in the environment." Vote 5-0-1, motion carried (abstain: Fisher - absent ftom meeting of
July 13).
A motion was made (Fisher/Marquez) to approve the minutes of August 17, 1998 with minor
revisions; vote - 5-0-1, motion carried (abstain: Burrascano - absent from meeting of August 17).
ORAL COMMUNICATIONS: As a member of the faculty of Southwestern College, Terry
Thomas thanked Michael Meacham for educating the community on environmental concerns and
providing guest speakers for SWC's Environmental Club.
NEW BUSINESS:
1. Michael Meacham - presented a memo on the penalty and lien procedure to enforce the
mandatory and solid waste recycling program. After a brief discussion it was MSUC
(Thomas/Bull), to support the statement to Council; vote 6-0, motion carried.
2. IS-99-02 - L Street Storage - Doug Reid presented information on the project. Comments
were made about the installation of automatic fire sprinkler systems in each storage room.
It was explained that none would be installed. It was MSUC (Bull/Burrascano) to
recommend approval of the negative declaration, vote 6-0, motion carried.
3. IS-99-03 Costco Station - Doug Reid presented information only to the RCC without any
recommendation. He has a conflict of interest due to ownership of some stock in Costco.
Concern was raised that no attendant on the premises and viewing the gas station only from
a video monitor could delay response to a potential emergency situation. With regard to
drains, it was explained that linings on the drains are double-lined and should pose no
environmental hazards with any run-off from the station.

It was MSUC (BurrascanofBull) to recommend approval ofthe negative declaration with
the requirement for an onsite attendant during hours of operation; vote 5-0, motion carried.
STAFF REPORT:
1. Marilyn Ponseggi will update the commission on the mitigation monitoring program at the
next RCC meeting.
2. Update report on the MSCP will be on the next agenda.

Chairman Yamada reminded commissioners ofthe Boards and Commissions banquet on October
17. A memo was handed out to commissioners on the status of the 4-way stop at Terra Nova and
Rancho Del Rey Parkway. Any additional contributions commissioners wish to make to the San
Diego Hospice in memory of Ken Lee will be collected at the next meeting.
COMMISSIONER'S COMMENTS:
Fisher clarified hearing dates - Otay Ranch SPA I \V est going to Planning Commission October
21; EastLake Trails SPA, October 28, then each to City Council approximately 3 weeks later.
Fisher requested to be put on the mailing list to receive the Final EIR. Re the MSCP - the State
has $1.6 million offimds available for MCCPfHCPs for implementation; however, the City cannot
compete because of no approved plan.
Burrascano thanked the Commission members for its support for reappointment to the RCC.
Thomas invited members to hear Robert Evangelista speak at SWC Environmental Club October
24 and 25. She also wanted to ensure that Barbara Hall received an invitation to the Boards and
Commissions batl(!Uet.
ADJOURNMENT: The meeting was adjourned by Chair Yamada at 7:30 P.M.
