MINUTES OF A SCHEDULED REGULAR MEETING
Resource Conservation Commission

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:34 P.M. by Chair
Yamada. City Staff Environmental Review Coordinator Doug Reid called rolL New member,
Steve Castaneda was introduced to the RCC. Also present: Commissioners Bull, Burrascano,
Yamada. The following commissioners were excused: Fisher, personal conflict~ Marquez,
business conflict~ Thomas, business conflict.
ORAL COMMUNICATIONS: None.
APPROVAL OF MINUTES: No quorum was present from the meeting of October 5, 1998 to
approve the minutes.
NEW BUSINESS:
1. Negative Declaration IS-99-05, Sweetwater Bike Path - presented by Doug Reid. After a
brief review of the project site, it was MSUC (Bull/Castaneda) to recommend approval of
the negative declaration~ vote 4-0, motion carried.
2. Negative Declaration IS-99-08 and IS-99-09 Exxon Service StationlMini-Mart were
presented and discussed together as one project.
Comments on IS-99-08 - Doug Reid presented the overall description of the project. It was
noted that the 3rd Avenue and L Street entrances will be reconstructed and lose some of its
landscaping. The landscaping plan as currently presented is inadequate and does not include
the reconstruction and relocation of driveways. Commissioner Castal1eda requested that
consideration be given to the curb cuts and number of driveways on the site. The level of
service was confirmed that it does comply with traffic standards during peak hours. It was
MSUC (CastanedaIBurrascano) to approve the negative declaration with an additional
comment to include a follow-up on the Revised Landscape Plan, and to consolidate the
driveway plans on Third avenue~ vote - 4-0, motion carried.
Comments on IS-99-09 - The site on H Street does not include an updated landscaping plan
and will need to be redone by the applicant. The final plans on the car wash are not
confirmed. Therefore, several issues with regard to the Conditional Use Permit and higher
walls for noise buffer if the car wash stays in are not adequately addressed. The RCC
wishes to see this revised negative declaration again with a final decision on the car wash,
address any mitigation for noise impacts and to see a landscape plan. This item is tabled
until the next revision is presented to the RCC for review.

4. Negative Declaration IS-99-11, Recycling Market Development Zone Redesignation - It
was confirmed there would be no cost impact. It was hopeful this project will generate new
city funds. It was MSUC (CastanedalBull) to approve the negative declaration; vote, 4-0,
motion carried.
STAFF REPORT: A memo with an update on the MSCP will be presented at the next meeting.
Marilyn Ponseggi will present an update on the mitigation monitoring program at the next
meeting.
CHAIRMAN'S COMMENTS: Favorable comments were shared on the commissioners banquet.
COMMISSIONER'S COMMENTS: None.
ADJOURNMENT: The meeting was adjourned by Chair Yamada at 7:00 P.M.
