Conference Room # 1 Monday, February 1, 1999 Public Services Building CALL MEETING TO ORDERJROLL CALL: Meeting was called to order at 6:34 P.M. by Chair Yamada. Staff member Rick Rosier was present. Commissioners present: Bull, Burrascano, Castaneda, Fisher, Marquez, Thomas, and Yamada. Also present - Kim Kilkenney and Simon Sandoval. NEW BUSINESS: 1. Otay Ranch Phase 2 RMP - A presentation was made on the Amendments to Phase 7 and Village I West. a. Amendment to the Resource Map will to show an exchange in Village 1 West and Villages 13 and 15 b. Conveyance is consistent with the MSCP goals. Fisher stated he would like to see it confirmed that burrowing owls are protected c. Coastal sage scrub restoration - the report clarifies restoration will happen but it does not need to be part of Village 1 West; however, Mr. Kilkenney stated Otay Ranch intends to start restoration as soon as there is impact. d. Clarification on cattle grazing - fencing will be erected around vernal pools in the Otay Mesa and grazing moved off wetland areas. Monitoring will begin in the fall. e. Areas of Village 13 and 15 addresses steep slope requirements Ranchwide monitoring would begin with the Final Map. The City will start monitoring when it officially takes title of the property. It currently maintains only the land for conveyance purposes. Conveyance was set by priority and adopted last year by Council as follows: Keystone parcels CSS - Otay Ranch, vernal pools - Otay Mesa, wetlands - Otay Valley, gnatcatchers - central Proctor Valley. Commissioner Burrascano asked if Otay Ranch will continue to monitor the lands or convey to the City. Keystone will continue to monitor until new ownership takes over. The RCC felt that the refuge would be more properly managed by property owners rather than the City since the City does not have adequate resources to maintain the lands. Commissioner Thomas asked about the restored acreage. She requested to see any input on future agreements with other resource agencies. She asked that reports include letters ftom the public, MOUs, etc. Ms. Thomas mentioned that due to last year's rains the San Joaquin Valley Spores will be in the ground. She requested the ground be watered down to keep dust to a minimum. With regard to traffic conditions, the report states SANDAG is scheduled to meet again in a year. She requested the meeting be moved up A motion was made (CastanedalBull) to recommend approval of the Amendment Phase IT RMP; vote 5-2, no - Marquez, Fisher; motion carried. - -.. Resource Conservation Commission Page 2 A motion was made (Fisher/Castaneda) to request Otay Ranch to analyze the cattle grazing management plan to ensure it is conducted in accordance with the Final Map and the EIR and Village 1; vote 7-0, motion carried. A motion was made (Burrascano/Marquez) that the MSS restoration be folded into the preserve rather than open space and funds be established through biological perpetual maintenance and funds be a requirement for endowment for management of the area; vote 7-0, motion carried. COMMENTS: Chair Yamada stated he will schedule a tour of Otay Ranch with Kim Kilkenney on a Saturday morning and will advise RCC members of time and date. MINUTES: It was moved and seconded (BurrascanolThomas) to approve the minutes of January 11, 1999 with one correction at the top of page 2, the motion should read, "to add the previous comments to the no vote of the negative declaration." Vote 6-0-1 (Fisher abstained as he was absent from the meeting). COMMISSIONER COMMENTS: Commissioner Thomas asked about any future plans with the SDG&E alignment electrical antenna around 2nd and Orange Avenue. She was advised to contact SDG&E to complain about the trash in the area and to find out what to do with that piece ofland. Commissioner Bull announced that the Association of Environmental Processionals (AEP) will have their environmental annual meeting April 30 and May 1 at the U.S. Grant Hotel. Conference Room # 1 Monday, February 1, 1999 Public Services Building AMENDMENTS TO MINUTES OF FEBRUARY 1, 1999 AS STATED DURING MARCH 29, 1999 MEETING. Teresa Thomas requested that under New Business, fourth paragraph, second sentence be amended to read "She requested to see future agreements with other resource agencies." In addition, the last sentence, same paragraph be amended to read, "She requested the meeting to be moved up to better plan for long-range planning and to alleviate the population traffic impact." Also, under Commissioners Comments, first paragraph, last sentence be amended to read, " She was advised to contact SDG&E to complain about the trash in the area and to find out what are the plans for that piece ofland." In the last paragraph, it should read "Association of Environmental Professionals (AEP)." Cindy Burrascano requested that under New Business, end of third paragraph be amended to read "Commissioner Burrascano inquired about the removal of grazing on the resort area Special Study Area for vernal pools. Previous documents stated grazing had already been removed, therefore there were no impacts to myosarus minimus ssp Apus. Is this true?" Respectfully Submitted, ~~ Charline Long
