MrnUTES OF A SCHEDULED REGULAR MEETING

C.AIL MEETING TO ORDERlROLL CALL: Meeting was (~ed to order at 6:39 P.M. by Chair
Yamada.. City Staff Environmental Review Coordinator Doug Reid called rüll-. -i'resent:
Commissioners, Fisher, Marquez, Thomas) Yam~da. It was l\Irsuc (MarquezlThomas ) to
excuse Commissioner Burrascano due to work commitment; vote: 4-0, motion carried.
Commissioners Bull and Castañed.a were absent.
Also present: Hany Burrowes, Project Manager, Olympic Parkway; James Peugh, San Diego
Audubon Society; Keith Merkel) biologist from Merkel & Associates, Marilyn ponseggi, Staff
r. Environmental Project Manager.
ORAL COMMUNICATIONS: None.
APPROVAL OF MINUTES: None.
NEW BUSINESS:
Review of Negative Declaration 18-99-20, Olympic Parkway Extension - Ms. ponseggi stated the
mitigated negative declaration had already been certified on 01her EIRs. Commissioner Fisher
stated at the outset that he is unable to vote or submit commeJtlts at this meeting because the
packet provided to the RCC was an abbreviated version of th(: extensive report. He stated there
were many biological studies that had not been addressed and: too many questions were left
I unanswered. He requested the complete report and to have another meeting after RCC has had
i. adequate time to review.
A brief recess was held. Ms. Ponseggi and Mr. Burrowes consulted the master cs.lendar to
discuss whether the RCC would have an opportunity to review the full report on the mitigated
negative declaration and have the OppOrtuIÙty to provide their input on the project.
RCC continued with other agenda items.
ST AFF COMMENTS: Doug Reid received a resignation lett~ trom Steve Castañeda. Chair
Yamada requested that Council appoint a new member to fill1tlûs vacancy on the RCC. Chair
Yamada reported the Otay Ranch tour is tentatively rescheduled for Saturday, April 10. This tour
will be in lieu of a meeting in April.
RCC resumed discussion on Olympic Parkway Extension. Mr. Burrowes stated that some of the
! borrow site cuts into coastal sage scrub and maritime chaparral. He stated there were no vernal
pools. Pennanent water in stock ponds were not surveyed for animal resources or ferry shrimp.

O'Neal Canyon is one source of the mitigation bank to be used. RCC was concerned that nothing
is saved within the City. RCC requested to see reports on the Jmitigation for wetland, surveys for
maritime succulent scrub, cactus wren and burrow pits.
Mr. Peugh of the San Diego Audubon stated he obtained a permit from the Corps of Engineers to
inspect for preservation of natural resources. He noted the streambed would be destroyed with the
roadway. He stated no additional water would be produced by this project and that water will
come from other adjacent ground.
Mr. Fisher expressed his concern that the Poggi Canyon is the only remaining EastIW est 'WÎldlife
corridor in the county. All other NortblSouth conidors have been eliminated and this issue was
not addressed in the Negative Declaration. He felt the roadway provided no scenic value. The
roadway would further eliminate five miles of natural stream causing an extreme environmental
impact. He desires the roadway be rerouted out of the wetland areas to avoid erosion damage.
Mr. Fisher requested cement buffers be included to keep animuls in the preserves and prevent
them iTom crossing roadways.
Ms. ponseggi stated archeological studies have been addressed through EIRs with the Dtay
Ranch. Commissioner Thomas felt that the City could benefit from a natural history museum
nom findings in these sites. She requested to see rainfall charts~ drainage patterns, velocity and
quantity through channel.
Ms. Ponseggi stated a meeting could be held March 29 for further presentation and discussion.
Chair Yamada requested that the complete report be sent to RCC members for prior review. A
special meeting will be held March 29 for RCC input on the nc:gative declaration. It was requested
that the archeologist. Brian Smith, also attend the meeting to discuss archeological findings.
COMMISSIONER COM:MENTS:
Commissioner Thomas requested Barbara Bamberger's position be covered whenever she is on
sabbatical or away for an extended period. Doug stated this is now handled in Advanced Planning.
Commissioner Thomas also requested that the RCC roster ìnclude e-mail addresses. Marilyn
Ponseggi to bring roster to the next meeting.

ADJOURNMENT: The meeting was adjourned by Chair Yamada at 8:30 P.M.
