MSC (Reid/Thomas) to excuse Commissioners Cindy Burrascano and Juan Diaz. Vote: (5-0) MEMBERS PRESENT: Chair Charles Bull, Vice-Chair Doug Reid, Commissioners Teresa Thomas, Pamela Bensoussan and Stanley Jasek STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator Maria Muett, Associate Planner Paul Hellman, Environmental Projects Manager Linda Bond, Recording Secretary OTHERS PRESENT: Rafael Garcia, Pacific Bell Hector Zuniga, Joseph Wong Design Associates APPROVAL OF MINUTES: February 18, 2002 Commissioner Thomas requested the following revisions: Page 4, Item #3, change 'of happened' to 'have happened'; page 4, Item #4, change 'Historic Museum' to 'Heritage Museum'; page 5, COMMISSIONER COMMENTS, first paragraph, insert 'mold and'. Commissioner Bensoussan requested the following revision: Page 4, second paragraph, insert 'not'. MSC (Reid/Thomas) to approve the February 18, 2002 minutes with the above- requested revisions. Vote: (4-0-1-2) with Jasek abstaining and Burrascano and Diaz absent ORAL COMMUNICATIONS: None. RCC Minutes - 2 - March 4, 2002 OLD BUSINESS: None. NEW BUSINESS 1. IS-02-17 - Pacific Bell Telecommunications Switching Facility Addition, 1090 Apache Drive Ms. Maria Muett (Associate Planner) reported that this 2.79-acre site is currently developed with a two-story building enclosing a telecommunication switching facility. The site contains a 6,OOO-gallon capacity underground fuel storage tank, which provides fuel to the emergency electric generator system for the facility. The purpose of the proposed project is to provide additional building area to accommodate a larger engine to meet the high demand for telephone services in the area. A larger underground fuel storage tank will be required to provide service for the new engine room. The project proposal includes removal of the existing 6,000-gallon fuel tank and installation of a new 12,000-gallon fuel tank in a different location. Ms. Muett reviewed the short- and long-term environmental impacts, which include air quality, water/drainage, noise and hazards. She then discussed the mitigation measures necessary to avoid significant impacts. In describing the site plan and placement of the new underground fuel storage tank, the applicant mentioned the possibility of bringing in a temporary portable fuel tank. Ms. Marilyn Ponseggi (Environmental Review Coordinator) stated that staff would have to modify mitigation measure #21 because staff was not aware of the fact that there was a possibility that the applicant might bring in a temporary tank. Their application does not consider that. Staff is going to require the applicant to have the new tank on-line before the old tank goes off-line. Commissioner Thomas voiced concerns regarding the new fuel tank lining, noise and dust control, which were answered to her satisfaction by staff and the applicant. Chair Bull asked if there had been any complaints about noise from the existing facility. Ms. Muett responded in the negative. MSc (Thomas/Reid) to recommend that the RCC determine that the Initial Study is adequate and the Mitigated Negative Declaration be adopted under the condition that, if a temporary tank is set up, the old tank not go off-line until the new tank is set up. Otherwise, the applicant has to put in a new report. Mitigation Measure #21 is to be modified to reflect this. Vote: (5-0-0-2) with Burrascano and Diaz absent. Agenda Item #3 should have been placed under OLD BUSINESS. Ms. Ponseggi suggested that the item be discussed at this point. RCC Minutes - 3 - March 4. 2002 3. Historic Preservationist of the Year 2002 Nomination Commissioner Bensoussan nominated John & Nancy Parks proclaiming that they meet Historic Preservationist Criteria #1, 3 and 5. Ms. Ponseggi suggested that she type up a resolution that could be formally read for the record at the next meeting and then attached to those minutes. Commissioner Thomas asked why the resolution she read for the record at the last meeting nominating Cindy Burrascano for Environmentalist of the Year 2002 was not attached to the minutes? Ms. Ponseggi indicated that it probably should have been, and staff would correct that. The resolution should be brought back to the next meeting attached to these (March 4, 2002) minutes. MSC (Bensoussan/Thomas) to nominate John & Nancy Parks as Historic Preservationists of the Year 2002. Vote: (5-0-0-2) with Burrascano and Diaz absent. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS Ms. Ponseggi asked if the Commissioners would be available for a special meeting on April 8, 2002 because Community Development has an item (Chula Vista Auto Park) that must get to the RCC prior to their next meeting. Commissioner Thomas stated that she would not be available. Commissioner Reid stated that he might be out of town. MSC (Jasek/Bensoussan) to hold a special RCC meeting on April 8, 2002. Vote: (5-0-0-2) with Burrascano and Diaz absent. CHAIR COMMENTS: None. COMMISSIONER COMMENTS 2. 2002 Governor's Historic Preservation Award Commissioner Thomas felt the RCC should wait another year to make a nomination because there are going to be a lot of things happening within the community during the next 12 months, and she would like to go for the gold. Commissioner Bensoussan announced that the Coronado Beltway Railway was officially designated to the California Registry. Commissioner Thomas reported that the International Wastewater Treatment Plant, which is a Federal entity that gets polluted water from Tijuana, has organized a forum. She was very honored to be a part of that forum. RCC Minutes -4- March 4. 2002 ENVIRONMENTAL REVIEW COORDINATOR COMMENTS (Cont'd) Ms. Ponseggi indicated that the General Plan Update management team is having a community forum on April 27, 2002. Sometime around that date, Ed Batchelder (Principal Planner) will be coming before the RCC to talk about the roll of the citizens' advisory committee, the roll of the commissions in the update and to give the RCC a basic introduction to the public involvement program. Commissioner Bensoussan asked when the forming of a historic preservation ad hoc committee would go before City Council? Ms. Ponseggi stated that staff is preparing an agenda statement that should go before City Council in the next month or so. ADJOURNMENT MSC (Reid/Bensoussan) to adjourn the meeting. Vote: (5-0-0-2) with Burrascano and Diaz absent. Chair Bull and Commissioner Thomas asked to be excused for the March 18, 2002 meeting. The meeting was adjourned at 7:47 p.m. to a regular meeting on Monday, March 18, 2002, at 6:30 p.m. in the Mercy Building Conference Room, 430 'F' Street, Chula Vista, CA.
