RESOURCE CONSERVATION COMMISSION
April 29, 2002

MEETING CALLED TO ORDER by Chair Charles Bull at 6:35 p.m.
ROLL CALL/MOTION TO EXCUSE
There was no motion to excuse Commissioner Juan Diaz.

APPROVAL OF MINUTES: March 4, 2002
MSC (Reid/Thomas) to approve the March 4, 2002 minutes as submitted. Vote:
(4-0-0-3) with Burrascano, Bensoussan and Diaz absent.
ORAL COMMUNICATIONS: None.
OLD BUSINESS: None.
NEW BUSINESS
1. Historic Designation, 209 "I" Street (The Chester Sumner House)
Ms. Lynnette Tessitore-Lopez (Project Planner) stated that Jane Dunham and John
Crowe request that their home be considered for inclusion on the Chula Vista List of
Historic Sites for its relationship to Mr. Sumner, a person of significance to Chula
Vista's past (Criteria #2). The owners also request historic designation for the
following reasons: a) the home is 1920s Spanish Eclectic, b) it has distinctive

architectural features, and c) the house retains integrity of the original design and
materials. This house does appear to meet Criteria #4, distinctive architecture and
#6, retains integrity. Ms. Tessitore-Lopez indicated that Ken Lee (former Assistant
Planning Director) lived in this house for many years.
MSC (Thomas/Reid) to recommend historic designation for 209 "I" Street
(The Chester Sumner House, aka Ken Lee House). The bases would be on
Criteria #2, #4 and #6. Vote: (5-0-0-2) with Bensoussan and Diaz absent.
2. General Plan Update Overview
Mr. Ed Batchelder (General Plan Project Manager) gave a PowerPoint presentation
of the work program and timeline, summary of the public outreach strategy and the
role of Boards and Commissions in the General Plan Update process.

· Environmental and Open Space Analysis

Mr. Batchelder stated that he would make copies of the PowerPoint presentation for
the Commissioners.
Ms. Ponseggi stated that she would make arrangements with Engineering to have
someone come in and give the Commissioners an overview of the program. She
would also ask someone from GIS to come in and give the Commissioners an
overview of what they have.

Role for the Resource Conservation Commission (3 Commissioners):
· Issue Identification
· Participation on the General Plan Update Environment, Open Space and
Sustainable Development Subcommittee
· Environmental and Open Space Subcommittee review of conclusions of
Environmental Baseline Studies
· Review of specific issues as requested by the Steering Committee
· Input on key policy proposals before finalizing in the General Plan document.
Commissioner Thomas felt that agricultural issues should be considered in the Plan.
Commissioner Jasek wanted to know where the raw materials are going to come
from to support more people. Commissioner Bensoussan stated that conservation of
marine life and wildlife along the bay front is very important and should be part of the
Plan. Chair Bull stated that a livable density on the western side of Chula Vista
needed to be promoted. Vice-Chair Reid felt there should be a workshop with staff,
Otay Water District and Sweetwater Authority following a regular RCC meeting.
Ms. Ponseggi felt that some of these things needed to be coordinated with the
General Plan program. She thought it was an excellent idea to have a workshop, but
it should be coordinated with the General Plan program. The Commissioners could
put together a list of issues and e-mail them to Linda Bond (Recording Secretary)
before the next meeting. Then staff could put together one list and place it on the
June 3, 2002 agenda.
Ms. Ponseggi indicated that, because of the late hour, a full presentation of the
transit first study would not be given but would be placed on a future agenda.
Mr. Mark Stephens (Principal Planner) gave a brief overview of the possible transit
first showcase in Chula Vista. On April 25, 2002, MTDB voted to:
· Proceed with further engineering and environment studies for each of the five
candidate projects
· Develop a management plan and scopes-of-work
· Develop a financial plan strategy
· Authorize development of north/south link between Chula Vista/Otay Ranch/
Otay Mesa and Sorrento Mesa.
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS
Ms. Ponseggi announced that the Awards Ceremonies Banquet has been postponed
from the May 9, 2002 date. As yet, a new date has not been set.

COMMISSIONER COMMENTS
Commissioner Thomas announced that she participated in a 2-hour live conference
from the KPBS Studio to North and South America and all points in between including
the World Health Organization regarding "Responsible Management of Environmental
Quality". She has a copy of the video if anyone is interested. Ms. Ponseggi indicated
that she was interested.
Commissioner Bensoussan reminded everyone of the Chula Vista Historic Home Tour
on May 11 and 12, 2002. She distributed the May issue of San Diego Home/Garden
magazine, which featured homes that would be on the tour.
ADJOURNMENT: Chair Bull adjourned the meeting at 8:34 p.m. to a regular meeting
on Monday, May 13, 2002, at 6:30 p.m. in the Mercy Building Conference Room, 430 'F'
Street, Chula Vista, CA.
