Vote: (4-0) MEMBERS PRESENT: Commissioners Teresa Thomas, Pamela Bensoussan, Juan Diaz and Stanley Jasek STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator Lynnette Tessitore-Lopez, Associate Planner Michael Meacham, Special Operations Manager Linda Bond, Recording Secretary OTHERS PRESENT: Jim Davis, 190 "K" Street Jane Dunham, 209 "I" Street Eileen Martin, 292 Sea Vale Street Fred Alexander, Organic Recycling West Rich Flammer, Organic Recycling West Andrea Calbow, Pacific Waste Services Jerry Schnitzius, Pacific Waste Services APPROVAL OF MINUTES: March 4, 2002 The March 4, 2002 minutes were continued to the next meeting, as the appropriate Commissioners were not present to approye the minutes. ORAL COMMUNICATIONS: None. OLD BUSINESS Commissioner Thomas opened OLD BUSINESS by stating staff had requested that Item #2, General Plan Update Overview, be continued to the meeting of April 29, 2002. RCC Minutes - 2 - April 15, 2002 MSC (Ben so us san/Jasek) that the RCC continue Item #2 to the next meeting. Vote: (4-0-0-3) with Bull, Reid and Burrascano absent. Commissioner Thomas requested that Item #6, Approving decision not to extend the Agreement with Organic Recycling West for composting services and authorizing a Franchise Implementation Agreement for the use of green waste as Alternative Daily Cover, be re-ordered so that it is the first item under NEW BUSINESS. MSC (Jasek/Diaz) to move Item #6 as the first item under NEW BUSINESS. Vote: (4-0-0-3) with Bull, Reid and Burrascano absent. 1. Adoption of Resolution naming Historic Preservationist of the Year Ms. Marilyn Ponseggi (Environmental Review Coordinator) stated that the resolution would be attached to the minutes of this meeting; therefore, it would not have to be read into the record. MSC (Bensoussan/Diaz) that the members of the Chula Vista Resource Conservation Commission do hereby select Nancy and John Parks as Historic Preservationists of the Year for 2002. Vote: (4-0-0-3) with Bull, Reid and Burrascano absent. NEW BUSINESS 6. Approving decision not to extend the Agreement with Organic Recycling West for composting services and authorizing a Franchise Implementation Agreement for the use of green waste as Alternative Daily Cover Mr. Michael Meacham (Special Operations Manager) talked about a proposed change as to how the City would handle green waste. About 27% of all of the solid waste material generated in Chula Vista are organics. Since 1993, the City has been collecting green waste and taking them to a compost site. Organic Recycling West (ORW) opened up a 20-acre compost facility 8 miles outside the City, and the City has been taking up to 15,000 tons of material a year to that site. There were a number of other goals that the City attempted to achieve when the City established the contract with ORW. Among those goals was the development of a sustainable business that would help the City meet its recycling goals, market a value added product that could reduce ORWs' dependence on tipping fees to make a profit and to find a local site. Unfortunately, these goals have met with little or no success. The contract with ORW expires April 30, 2002. The City does have the ability at its own discretion to extend that contract up to two terms of two additional years. Staffs' recommendation is not to extend but instead to enter into an agreement which has an option under the Pacific Waste contract to use the material for alternative daily cover (ADC). RCC Minutes - 3 - April 15. 2002 Pacific Waste proposes to direct the City's green waste material for use as alternative daily cover (ADC), which is the use of chipped green waste to cover the trash area at the landfill at the end of each day. Mr. Meacham discussed the potential benefits for making the change to ADC such as extending the life of the landfill, decomposition helps generate gas that allows the landfill to generate electricity, reducing the number of City truck miles and accepting clean dirt from City crews at no additional charge. Staff does not prefer ADC to composting. Mr. Fred Alexander (Organic Recycling West, Inc., 1202 La Media Road, San Diego, CA 92154) told of their disappointment in the recommendation to stop composting and go with ADC which is the bottom of the chain for recycling. ORW has tried to bring cost reductions to the City. Please do not turn your back on composting. MS (Thomas/Bensoussan) to recommend that the City Council approve the resolution executing a decision not to extend the Agreement with Organic Recycling West for composting services, and authorizing a Franchise Implementation Agreement for the use of green waste as Alternative Daily Cover with the understanding that the document submitted by the public entitled "Benefits of City of Chula Vista Contract Renewal with Organic Recycling West, Inc." be attached to Michael Meacham's staff report to the City Council. Vote: (3-1-0-3) with Diaz opposed because the Franchise Implementation Agreement does not contain composting. Bull, Reid and Burrascano absent. 3. Historic Designation, 209 "I" Street (The Charles Sumner House) Commissioner Thomas indicated that this item would have to be continued to the April 29, 2002 meeting as Commissioner Bensoussan resides within 300 feet of 209 "I" Street and would have to abstain leaving the Commission without a quorum. 4. Historic Designation, 292 Sea Vale Street (The Harold Payton House) Ms. Lynnette Tessitore-Lopez (Associate Planner) stated that Eileen Martin has requested that her house be considered for inclusion on the Chula Vista List of Historic Sites and historic designation for the following reasons: a) the home is 1920s Spanish Eclectic, b) it has distinctive architectural features, and c) the house retains integrity of the original design and materials. This house does appear to meet Criteria #4, distinctive architecture and #6, retains integrity. MSC (Bensoussan/Diaz) to recommend 292 Sea Vale Street for historic designation. Vote: (4-0-0-3) with Bull, Reid and Burrascano absent. RCC Minutes -4- April 15. 2002 5. Historic Designation, 190 "K" Street (The Erie Halliburton House) Ms. Tessitore-Lopez stated that James & Bernadette Davis have requested that their California style bungalow be considered for inclusion on the Chula Vista List of Historic Sites and historic designation for the following reasons: a) the house is over 70 years old and retains many of its original features, and b) to help preserve an architectural style of the 1920s. This house appears to retain many of its original features but most likely does not qualify for designation as having distinctive architecture. However, the house was previously the home of two significant members of the early Chula Vista community qualifying it for Criteria #2, relationship to historic personage. Commissioner Bensoussan disagreed with staffs conclusion that the house does not quality under Criteria #4, distinctive architecture. The California style bungalow is disappearing in an alarming rate. MSC (Bensoussan/Diaz) to recommend historic designation for this house based on Criteria #2 and #4. Vote: (4-0-0-3) with Bull, Reid and Burrascano absent. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS 7. Awards Ceremonies - May 9,2002 Ms. Ponseggi announced that the awards ceremonies would be held Thursday, May 9, 2002, at the San Diego Country Club. Ms. Ponseggi distributed "Chula Vista Vision 2020" brochures for the community festival to be held Saturday, April 27, 2002, which is to kick-off the public participation program in the General Plan Update. Ms. Ponseggi stated that Bob Leiter (Director of Planning & Building) would give an overview of the progress being made on the historic preservation ad hoc committee at the next meeting. CHAIR COMMENTS Commissioner Thomas stated that she would be unable to attend the May 13, 2002 meeting and asked to be excused. COMMISSIONER COMMENTS Commissioner Diaz asked to be excused from the April 29, 2002 meeting. RCC Minutes - 5 - April 15. 2002 Commissioner Bensoussan announced that Chula Vista is being considered as a showcase project by MTDB where a flex trolley would traverse from the "H" Street trolley station through Southwestern College and on to Otay Ranch. If anyone would like to find out more about it, contact Mark Stephens (Principal Planner). MTDB will vote on this either April 23 or 24, 2002. Commissioner Bensoussan passed out flyers about the preview party to be held Friday, May 10, 2002, for the Historic Home tour. ADJOURNMENT: Commissioner Thomas adjourned the meeting at 8:43 p.m. to a regular meeting on Monday, April 29, 2002, at 6:30 p.m. in the Mercy Building Conference Room, 430 'F' Street, Chula Vista, CA.
