The Commission was unable to reach a mutual agreement regarding the language for the 'Park Maintenance Presentation' portion of the minutes. A motion and a second to approve the minutes without the attachment failed. A motion and a second to include the 12 questions submitted to Public Works/Operations with a summary of their responses failed. r j Chè:l........L L, Mr. Dave Byers (Deputy Director Public Works/Operations), Mr. Jerry Foncerrada (Deputy Director of Parks) and Ms. Mary Hofmockel (Landscape Architect) responded to 12 questions submitted to them by the Resource Conservation Commission (see 3tt3ched list). MSC (T. Thomas/Bensoussan) to recommend to the City Council that they direct the Parks & Recreation Department to have a RCC Minutes - 2 - Januarv 22, 2001 collaborative effort to enhance the school grounds so that they may be used for park and recreation purposes by the people in Chula Vista. Vote: (5-0-0-1) with Commissioner Diaz absent. MSC (T. Thomas/Bensoussan) to recommend to the City Council that they direct the Community Development Department to look at a pilot program for encouraging upgraded landscape areas in established commercial and industrial areas. Vote: (5-0-0-1) with Commissioner Diaz absent. OLD BUSINESS 1. Environmentalist of the Year Criteria and Selection Commissioner T. Thomas presented her paper regarding the criteria and procedure for selection of Environmentalist of the Year. After much discussion regarding the criteria and procedures for selection, the following revisions were made: . The Candidate has exhibited by his/her activities 3 Lifetime of leadership, collaboration and achievement related to the quality of the environmental habitats, flora, fauna and sustainability of the ecology in the City of Chula Vista and its San DiegolTijuana region, or to tho globe1l ocology of life in Californi3 3nd on E3rth. MSC (Bull/T. Thomas) to accept the three criteria items as amended. Vote: (5-0-0-1) with Commissioner Diaz absent. Since the procedures for selection were out of the realm of the RCC, they directed Ms. Marilyn Ponseggi (Environmental Review Coordinator) to investigate the possibility of the Commission writing their own press release regarding the procedure for selection of the Environmentalist of the Year and let her take it to the Planning Director in order to find out what the appropriate way would be to proceed. Ms. Ponseggi indicated that she would bring the information back to the RCC at the next meeting. 2. Preservationist of the Year Criteria and Selection Commissioner Bensoussan presented her paper regarding the criteria for selecting the Historic Preservationist of the Year. The following revisions were suggested: RCC Minutes - 3 - Januarv 22, 2001 Title: CHULA VISTA HISTORIC PRESERVATIONIST OF THE YEAR AWARD Introduction: The purpose of this award is to recoonize an individual or oroup achievement in the field of historic preservation. Eligibility: 1 ) Any individual or group rosiding promotino historic preservation in Chula Vista who meets the evaluation criteria is eligible. 2) The project activities must be located pertain to preservation of history within the boundaries of Chula Vista, or must involve a Chula Vista event or subject. 3) Projects mU/;t have been initiated, completed, promoted or improved in the year for which the award is given. Evaluation Criteria and/or Qualifying Project Examples of Qualifyinq Activities: 5) Cultural Resource Planninq, Studies, Reports, Projects, Computer Software - 7) Archaeological and Cultural Landscapes - including the scientific study and preservation of the vestigial remains of the built environmont of previous cultures and societies. MSC (Bull/Burrascano) to accept this item as revised. Vote: (5-0-0- 1) with Commissioner Diaz absent. 3. 2001 Governor's Historic Preservation Award Ms. Ponseggi received direction from the City Manager's office that the RCC may make a recommendation on this to the City Council, and it would be up to the City Council to make the nomination. Commissioner T. Thomas made a motion to recommend Peter Watry and Frank Roseman from the Heritage Museum who developed the photo plaque Walk of Historv along Third Avenue. There was no second; the motion failed. After discussion, the RCC decided that there was not enough time to put together a good, professional package before the March 1 deadline. Ms. Ponseggi suggested that the RCC give her a nomination for the City Council in November or December 2001. RCC Minutes - 4 - Januarv 22, 2001 Ms. Ponseggi reminded the Commissioners that the agenda stated Environmentalist of the Year Criteria and Selection and Preservationist of the Year Criteria and Selection. The RCC could, at this time, recommend their selections for these awards, or they could postpone the selections until the next meeting. MSC (Bensoussan/Bull) to recommend Peter Watry and Frank Roseman for the Historic Preservationist of the Year Award. Vote (5-0-0-1) with Diaz absent. Commissioner T. Thomas recommended Charles Gailbrand from the Nature Center to received the Environmentalist of the Year Award. Because the remaining Commissioners did not know Charles Gailbrand, they asked to delay their recommendation until the next meeting to give them time to learn more about him. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS Ms. Ponseggi asked if the RCC wanted to consider moving the meetings to an earlier time. The Commissioners responded in the negative. Ms. Ponseggi asked the RCC if they had any objections to moving their meetings to the Mercy Building Conference Room. The Commissioners responded in the negative. CHAIR COMMENTS: None. COMMISSIONER COMMENTS: Commissioner Bensoussan requested that the Mills Act be included in the Work Program. ADJOURNMENT: Chair Burrascano adjourned the meeting at 9: 15 p.m. to a regular meeting on Monday, February 5, 2001, at 6:30 p.m. in the Mercy Building Conference Room, 430 'F' Street, Chula Vista, CA.
