MINUTES OF A REGULAR MEETING OF THE
RESOURCE CONSERVATION COMMISSION
December 4, 2000

CALL MEETING TO ORDER: Vice-Chair Charles Bull called the meeting to order at 6:41 p.m.
ROLL CALL/MOTION TO EXCUSE:

APPROVAL OF MINUTES: March 13, September 11 and October 2,12 and 30, 2000
MSC (Bull/Diaz) to file the minutes of March 13, 2000 since the RCC will not be
able to approve them because two members from that meeting are no longer on
the Commission. Vote: (4-0-0-2) with Burrascano and T. Thomas absent.
MSC (Diaz/Bensoussan) to approve the minutes of October 2, 2000 as
submitted. Vote: (4-0-0-2) with Burrascano and T. Thomas absent.
The appropriate Commissioners were not present for approval of the September 11, October 12
and 30, 2000 minutes. The minutes were deferred until the next meeting on January 8, 2001.
ORAL COMMUNICATIONS: None.
OLD BUSINESS: None.
NEW BUSINESS
1. 15-99-07 - Palomar Street Widening from Industrial Boulevard to 1-5
Ms. Edalia Olivo-Gomez (Associate Planner) indicated that this project is a City-initiated
capitol improvement project to widen Palomar Street from Industrial Boulevard to Walnut
Avenue/Frontage Road from a 4-lane roadway to a 6-lane prime arterial per the City's

General Plan. The Mitigation Measures have been incorporated to reduce air quality and
noise impacts to a level below significant.
M5C (S. Thomas/Diaz) to approve staffs' recommendations. Vote: (4-0-0-
2) with Burrascano and T. Thomas absent.
2. 15-00-20 - Lynwood Hills Cellular Antennas located at 400 Moon View Drive
Ms. Olivo-Gomez indicated that this project is a wireless communications facility
proposed by AT&T Wireless Services on property leased by the Sweetwater Authority
containing two water tanks. Staff recommends the adoption of the Mitigated Negative
Declaration.
Mr. Doug Munson (WFI, 4810 Eastgate Mall, San Diego, CA 92121) distributed two
computer-enhanced photo simulations showing the location of the proposed equipment
pads and antenna poles. He described the proposed 9rading and landscapin9 for the
project. The Commissioners found the photos to be confusing, distorted and not to scale.
The Commission had concerns about aesthetics.
M5C (S. Thomas/Bensoussan) to approve staff recommendations. It was
further stated that it would be useful for the Planning Commission and the
other decision-makers if they could have the landscape plan and a cross
section of the grading. Something that would give them more confidence
that, in fact, the miti9ation can be accomplished and will make it look
alright. Vote: (4-0-0-2) with Burrascano and 1. Thomas absent.
3. CO2 Reduction Plan Presentation
On May 18, 1998, the Plannin9 Commission accepted the Growth Management
Oversight Commission recommendations for the CO2 Reduction Plan and recommended
that the City Council adopt the same.
Mr. Willie Gators (Environmental Resource Manager) indicated that, based on the
proposed plan, Chula Vista will need to reduce its projected 2010 CO2 emissions by
approximately 400,000 tons/year in order to achieve the international goal of 80% of
1990 emissions in 2010. To achieve this goal, the following eight-part strategy is
proposed:
· To spur action and increase the public's awareness of the problem of global warming
and to focus in particular on the next generation of Chula Vistans through continuous
employmentatiGR of the 910bal warmin9 teachers' kit and guide developed by the
City.
· Reduce the long-term need for travel in the community through efficient land use/
transportation coordination and telecommunications technology. Focus in particular
on shaping areas east of 1-805 to be as CO2 friendly as possible.
· Of the travel that does occur, provide for multi-modal choices.

· Of the automobile driving that does remain, work to make it as clean as possible.
· Capture cost-effective building efficiency improvements in both new construction and
remodeling through a mix of implementation approaches.
· Lead the effort with municipal energy programs that can be showcased to focus on
encouraging personal and organizational actions.
· Interlock the City's efforts with other regional programs in order to strengthen region-
wide progress on climate protection.
· Focus initially on a few short-range actions to build visibility and results.
Staff will come back in the future to discuss further progress.
4. Consideration of 2001 Meeting Schedule
MSC (Diaz/Bensoussan) to adopt the RCC meeting schedule for the year
2001. Vote: (4-0-0-2) with Burrascano and T. Thomas absent.
MSC (Bensoussan/Diaz) to cancel the December 11, 2000 RCC meeting.
Vote: (4-0-0-2) with Burrascano and T. Thomas absent.
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: Ms. Marilyn ponseggi
(Environmental Review Coordinator) reported on the status of the 2000-2001 Work Program.
CHAIR COMMENTS: None.
COMMISSIONER COMMENTS: Commissioner Bensoussan indicated that the City Council will
address the Mills Act adoption on December 12, 2000. She did not have a clear picture in her
mind how historic preservation will be integrated with the RCC, but she would like to integrate it
wherever possible anytime RCC has an opportunity to focus its attention on historic
preservation. She suggested creating a "Preservationist of the Year" award.
Ms. ponseggi suggested that Commissioner Bensoussan write up a proposal of what she would
see the criteria being. Ms. Ponseggi would put it on the next RCC agenda, and, in the
meantime, she would find out whether or not the Commission could do that on their own or
whether or not it has to go to City Council.
Commissioner Bensoussan mentioned the old San Diego Country Club that was torn down and
rebuilt in the 1980s that was a nationally registered historic site. She would have thought that
the RCC could have prevented that building from being torn down. Ms. ponseggi thought that it
was a site that was designated but did not have a historic permit on it. And as long as it does
not have the historic permit on it as well as the designation, it does not necessarily come to the
RCC.
Vice-Chair Bull indicated that through the CEQA process there is a requirement for it to be
considered as a significant adverse affect, but you need to have a project for that to happen.

That means it needs to be discretionary and demolition permits are usually administerial unless
there is a local ordinance or something that says something about 'if it's historic, then you have
to do something'.
Commission Bensoussan stated that maybe the local ordinance should be written in such a way
that it wouid trigger review of demolition permits. Ms. Ponseggi indicated that she would want to
see the Commission bring that up as part of the work program because some of the items
suggested are very staff intensive. She would take that forward to the department head who will
put that in with the rest of the work program and it would then go forward to the Manager and
then on to the City Council. Staff is going forward with the Mills Act and seeking City Council
direction on implementation and other changes possibly needed to the existing code.
ADJOURNMENT: The meeting was adjourned at 7:50 p.m. to a regular meeting on Monday,
January 8, 2001, at 6:30 p.m. in Conference Room 1 of the Public Services Building, 276 Fourth
Avenue, Chula Vista, CA.
