MINUTES OF A REGULAR MEETING OF THE
RESOURCE CONSERVATION COMMISSION
October 2, 2000

CALLING MEETING TO ORDER: Chair Cindy Burrascano called the meeting to order
at 6:40 p.m.
ROLL CALL/MOTIONS TO EXCUSE: Ms. Marilyn Ponseggi (Environmental Review
Coordinator) introduced new member Pamela Bensoussan to the Commission and staff.
MEMBERS PRESENT: Chair Cindy Burrascano, Vice-Chair Charles Bull,
Commissioners Teresa Thomas, Juan Diaz, Steve Thomas
and Pamela Bensoussan
STAFF PRESENT: Marilyn Ponseggi, Environmental Review Coordinator
Michael Meacham, Special Operations Manager
Willie Gaters, Environmental Resource Manager

APPROVAL OF MINUTES: August 14 and September 11,2000 (Tentative)
The August 14 and September 11,2000 minutes were not submitted.
OLD BUSINESS: None
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS
Ms. Ponseggi stated that Duane Bazzel is going to be doing an overview of the MSCP
at the Planning Commission meeting on October 11. New Commissioners might want to
attend that to get an overview of this massive program that is going to be coming back
to the Commission on October 12.
There was discussion about whether or not there would need a meeting on October 16
since there is a special meeting on the 12th. Staff will cancel the October 15 meeting if
there are no critical items for that agenda.
Commissioner T. Thomas requested photos of satellite antenna be included in future
Commission packets on these items.

NEW BUSINESS
1. Presentation by Michael Meacham, Special Operations Manager with the
City Manager's Office
Mr. Meacham wanted to say that he thought we should all feel very fortunate to
have Ms. Ponseggi doing what she is doing for us.
Mr. Meacham displayed an award the City of Chula Vista was awarded in
recognition by the International Council for a Local Environmental Initiatives,
which is an international organization that is trying to pursue the causes of
preventing global warming, the CO2 Reduction Plan, the trip reduction plans, the
retrofit of the buildings to compact fluorescents, etc. Chula Vista was one of five
cities in North America that was awarded the highest award, which is a 5-star
award.
. Introduction of the Environmental Resource Manager
Mr. Meacham introduced Mr. Willie Gaters the new Environmental Resource
Manager who has been with the City since June. Mr. Gaters discussed
programs that had existed or grants that were in the pipeline before he
arrived.
Mr. Gaters talked about his background. He handed out a list of the projects
he will be working on and went into some detail about each project. They are
as follows (see attached):

Commissioner T. Thomas suggested giving some of the transit buses a
tune up because of the diesel fuel they emit. Mr. Meacham stated that he
would check into that.
>- Used Oil and Household Hazardous Waste
Chair Burrascano asked how often do you advertise in local newspapers
that these recycling services are available to residents? Mr. Gaters
indicated that they do it in several ways: 1) booths at City and local
events, 2) special events through schools, 3) ads in the PennySaver and
Chula Vista Star-News and trash inserts, and 4) National City Mile of Cars
electronic board.

Commission T. Thomas requested a copy of the Municipal Codes for
Household Hazardous Waste and Storm Water.

. Report on the state of the City's Integrated Solid Waste Management
Plan and other Special Operations within the City
Mr. Meacham included in his report discussion regarding the following topics:
>- Pooper scoopers and plastic bags in parks
>- New 64-gallon hard plastic litter cans at 15 bus stops
>- Volume Rate System
>- Recycling Rangers
>- Administrative Citations
>- Free hospitality service for bulky item pick-ups at multi-family complexes
>- 'Shelf Talkers' wherever motor oil and hazardous materials are sold
>- Special district exemptions
>- The need to find a 20-acre site for a compost facility in Chula Vista
Mr. Meacham handed out a brochure entitled "Recycling Guide" that had
been mailed to every household last December.
. Update of City Conservation Programs
Mr. Meacham indicated that the City Council appropriated $68,000 last month
to be spent on energy retrofits such as: compact fluorescents, day/night
timers and T8 lights. This would allow staff to retrofit 500-1,000 homes plus
10 businesses in Chula Vista that have 10 employees or less that are
threatened to go out of business because of higher energy rates.

ADJOURNMENT: The meeting adjourned at 8:22 p.m. to a special meeting on
Thursday, October 12, 2000, at 4:00 p.m. in Conference Room 1 of the Public Services
Building, 276 Fourth Avenue, Chula Vista, CA.
