Summary of Qualifications:
Mr. Diaz is President of Testing Services & Inspection, Inc., a Quality Assurance finn
specializing in testing of construction materials, nondestructive testing, inspection
research and design engineering.
Mr. Diaz has 30 years of diverse experience in perfonning research for the development
of inspection and testing in the field of Quality Assurance. He has managed, supervised
and trained technicians, engineers and welders in the field of Quality Assurance and
Quality Control, Mr. Diaz has established and implemented various seminars on Quality
Assurance, Destructive and Nondestructive Testing and the safety rules and regulations
of Quality Assurance.
Mr. Diaz served in the U. S. Army Security Agency as a Communications Intelligence
Specialist 1968-1972 and, receiving an Honorable Discharge. He relocated to San Diego,
Ca. in 1972 and in 1987 he moved to Chula Vista, Ca.
Professional Experience:
1981 - Present: Testine: Services & Inspection. Inc. - San Diego
Owns and operates a high technology business specializing in Quality Assurance.
Provides services in areas of construction and U.S. Navy ship repair industries.
Administers all aspects of business and oversees subcontractors and field engineers,
technicians and support staff on all projects. Develops business and marketing relations
with corporate and non-corporate entities. Develops quality assurance manuals and
course layout for in-house training and private certification classes. Provides quality
assurance consulting services to major companies.
1975 -1981: Testine: Ene:ineers of San Diee:o - San Diego
Responsible for perfonning laboratory on-site visual and ultrasonic inspections of
structural steel, reinforcing steel welds, reinforced concrete with documentation of the
same. Blueprint, detail drawings and specification reading and interpretation
accomplished extensively at all positions listed utilizing the following standards: A WS
D1.1, D1.3, D1.4, ASTM AND UBC standards, ASME (Sections 5, 8, 9), ANSI, ABS,
MIL-STD 248, MIL-STD 271.

What are your principal areas of interest in our city government and what
experience(s) or special knowledge can you bring to those areas?
Being a resident of Chula Vista, I am aware of the rapid demographic population
changes, and the City's interest in addressing issues that are in the best interest for the
community. One of my special interests is proper land use that will increase economic
development resulting in creating employment, increasing tax revenues that can build on
education for our youth and supporting our senior citizens. Chula Vista being the second
largest city in the county can take a leadership role in setting an example to surrounding
municipalities in proper planning.
I bring 30 years of my professional experience in the areas of redevelopment by
directÍy working in the construction industry. As owner and operator of my own business
for 18 years, I bring an integrated knowledge of experience related to evaluating land use
and planning proposals from the private and public sectors, in areas of building
construction. In addition, we specialize in working with plans in the ship repair industry,
both government and private sectors. My experience has gained me the ability to make
constructive and cost effective decisions that will assist the City of Chula Vista's
Planning Commission in the decision making process in the areas of planning, zoning,
and subdivision issues.
What would you hope to accomplish by your participation?
As an entrepreneur, resident and involved citizen in various civic and community
organizations, my participation on the commission is to work with a team that is open to
the decision making process in all planning issues impacting the City of Chula Vista. My
vision of accomplishments are in measuring results that will create a better livable
community for all.
