Project Setting The subject 4,14-acre site is located at the northeast comer of "H" Street and Paseo Ranchero Avenue (Exhibit A-Location Map), The proposed project is located in a fully developed planned community area of Rancho Del Rey, SPA I in eastern Chula Vista. The site is currently developed with three buildings (sanctuary, fellowship hall, children's ministries), landscaping, paved parking areas, playground, and grass area. I 06/26/0 I ,-- - The church campus project was originally approved by the Design Review Committee on December 14, 1992. The original project consisted of two phases, The first phase involved the construction of a sanctuary, fellowship hall and children's facility, while the second phase was to include the addition of classroom areas and the expansion of the fellowship hall. The Negative Declaration (IS-93-01) addressed the three buildings of Phase I; 18,014 square foot Sanctuary, 11,741 square foot Fellowship Hall and 4,949 square foot Children's Ministry building. A volleyball court, playground and parking spaces for both phases were included in the original environmental review. However, the Phase II building structures were not included in the original Initial Study. IS-93-01 specifically stated that additional environmental review would be required for the next phase, C. Compliance with Zoning and Plans The subject property is in the PCPQ (Planned Community Public-Quasi) Zone and within the RLM (Low-Medium Residential) General Plan Designation. The proposed project is in conformance with the general plan and zoning designations. D, Public Comments On May 11,2001 a Notice ofInitial Study was circulated to property owners within 500-foot radius of the proposed project site. The public comment period ended May 21, 2001. No written public comments were received, E. Identification of Environmental Effects An Initial Study conducted by the City of Chula Vista (including an attached Environmental Checklist form) determined that the proposed project will not have a significant environmental effect, and the preparation of an Environmental Impact Report will not be required. According to the Engineering Department, these primary access roads are adequate to serve the project. The additional traffic volume from the project will not exceed the City's Level of Service (LOS) C at the adjacent street segments. Saturday and Sunday, This will mitigate the impact to less than significant, An assessment of noise volumes was carried out with the original planning evaluation of the whole project in 1992, It was detennined that a 7 Yz wall would be required along East "H" Street to mitigate noise impacts from traffic along "H" Street. Instead, an alternative option of a benn with a 6' foot high wall was detennined by the Design Review Committee to reduce noise levels to acceptable City standards, There will be an increase in the number of children in the pre-school from] 05 to 135, The proposed Children's Ministries addition is located 175 feet ITom the south property line, It is also separated from the residential properties to the south by the Fellowship Hall building and an existing wall on the property line, Staff has detennined based on the separation from the residences that the additional 30 students will not result in a significant noise impact, Mitigation Measures: No mitigation measures will be required, Potentially XI. Impact Mitigated Impact Impact a) Fire/EMS 0 0 0 181 The Threshold Standards requires that fire and medical units must be able to respond to calls within 7 minutes or less in 85% of the cases and within 5 minutes or less in 75% of the cases, It is anticipated that the minor future development on this parcel map will meet the threshold standards as this project is in a fully urbanized area. The proposed project would comply with this Threshold Standard, Comments: According to the Fire Department, the current level of service can continue to be provided to the project site, The nearest fire station is the newly constructed Fire Station #4, located directly across the street. The estimated time of arrival would be within minutes, As such, the proposed project is not anticipated to significantly impact the Fire/EMS Threshold Standard, Mitigation Measures: No mitigation measures will be required, Potentially Potentially Significant Less than Significant Unless Significant N. Impact Mitigated Impact Impact b) Police 0 0 0 181 The Threshold Standards require that police units must respond to 84% of Priority 1 calls within 7 minutes or less and maintain an average response time to all Priority I calls of 4,5 minutes or less, Police units must respond to 62,10% of Priority 2 calls within 7 minutes or less and maintain an average response time to all Priority 2 calls of 7 minutes or less, Comments: The Police Department indicates that the current level of police services can continue to be provided to the project area, The Police Department reports that the proposed project is not anticipated to result in a significant impact to the Police Threshold Standard, Mitigation Measures: No mitigation measures will be required. Impact Mitigated Impact Impact e) Drainage 0 0 0 181 The Threshold Standards require that stonn water flows and volumes not exceed City Engineering Standards, Individual projects will provide necessary improvements consistent with the Drainage Master Plan( s) and City Engineering Standards, The proposed project will comply with this Threshold Standard, Comments: According to the Engineering Department, the stonnwater flows and drainage facilities will not be significantly affected by the proposed project. There are existing on-site Page 9 drainage facilities consisting of two stonn drain grate inlets located in the project parking areas, The existing off-site facility is a curb inlet at the southeast comer of East "H" Street and Paseo Ranchero. The applicant is required to implement the Best Management Practices to prevent pollution of stonn drainage system during and after construction, No significant impacts are anticipated as a result of the project proposal.
