ASSESSOR'S PARCEL NO.: 594-120-19 PROJECT APPLICANT: Clayton Albert CASE NO: IS-98-30 DATE: June 8, 1998 A. Proj ect Settinl: The project site consists of a graded and partially landscaped 1.75 acre parcel with two existing office buildings located at 1415 Ridgeback Road, Chula Vista, CA. The site is in the process of being subdivided in order to create two parcels. One of the proposed parcels will be 1/2 (24,000 sq. ft.) acre in size and would serve as the project development site. The property is located to the south of the 250 feet wide SDG&E easement. Surrounding land uses include a health club and Federal Credit Union to the north, a portion of Bonita Long Canyon and Bonita Vista High S.choollie to the east across Otay Lakes Road, a video rental store and multi-family residential units (Apartments and condominiums) are located south and west, across Ridgeback Road. The project site is relatively level and is fully graded with an average natural slope of 3 % to the east. The site is not currently within a mapped Earthquake Fault Zone. The La Nacion Fault is located about 1.2 miles west of the site. Soils primarily consist of silty sands and clayey sands of the San Diego and Otay Formations. Some expansive soil types, sandy clays, may exist in areas on-site. Surface vegetation at the site is limited to scattered patches of non-native grass on the graded vacant area proposed for development. The presently developed portion of this site contains a 13,000 sq. ft. medical and dental office building, a paved parking lot with 61 parkin spaces and about 6,500 sq. ft. of landscaped area. No animal or plant species listed as rare, threatened or endangered by local, State or Federal resource conservation and regulatory agencies are known to be present in this fully disturbed site. B. Proiect Description The project applicant proposes to construct a two story, +/- 8,900 sq. ft. professional office building, provide 7,800 sq. ft. oflandscaped area and 30 additional required parking spaces. The proposed parking lot will tie into the existing parking lot and allow for an internal looped drive utilizing a proposed driveway and two existing access drives all located along Ridgeback Road. The applicant will not be required to provide automatic sprinklers fire protection to the building unless the required fire flow of 2,500 gallons per minute is not available. The proposed hours of operation would be from 8:00 a.m. to 6:00 p.m., with some evening hours from 6 p.m. to 10:00 p.m. C. Compatibility with Zonin~ and Plans The General Plan designates the property for retail commercial use and it is zoned CCP (central commercial zone). Zoning allows medical and professional offices which are less intense uses than retail commercial. The "P" modifier attached to the zone will require compliance with the design criteria as recommended by the Design Review Committee and established in the Scenic Route Element of the General Plan because Otay Lakes Road is classified as a scenic route by the this document. The proposed project will be compatible with these land use designations. D. Identification of Environmental Effects An Initial Study conducted by the City of Chula Vista (including an attached Environmental Checklist Form) determined that the proposed project will not have a significant environmental effect, and the preparation of an Environmental Impact Report will not be required. This Mitigated Negative Declaration has been prepared in accordance with Section 15070 of the State CEQA Guidelines. The following impact has been determined to be potentially significant unless mitigated. A discussion of this potentially significant impact from the proposed project follows. Soils There may be some expansive soil types present on-site. Conditions of soils were discussed in EIR-75-5(Bonita Vista) and were found treatable. As part of mitigation, a soils report shall be required and the applicant shall comply with the recommendations of said report to ensure adequate structural and improvement foundations and footings. 2 - - Roads/Circulation The applicant will be required to dedicate 2.5 feet along Ridgeback Road in order to complete a 30 foot half street. The applicant will also be required to dedicate 17 feet along Otay Lakes Road for a half street plus an additional five (5) feet street tree planting easement. Otay Road will thus be widened to comply city standards for a six lane prime arterial. As part of the widcning, curb, gutter, sidewalk, street lighting and proper drainage structures are to be installed. E. Miti~ation Necessary to A void Si~nificant Effects Specific project mitigation measures are required to reduce potential environmental impacts identified in the initial study for this project ~o a level below significant. The mitigation measures will be made a condition of project approval, as well as requirements of the attached Mitigation Monitoring Program (Attachment" A"). 1. A soils report shall be prepared and submitted to the City Building Official along with the submittal of pre-construction plans. The treatment of expansive soils shall be adequately addressed if these are present at the proposed building site. 2. The applicant shall be required to make the appropriate street rights-of-way dedications and improvements as required by City standards and reviewed and approved by the City Engineer for Ridgeback Road and Otay Lakes Road.
