NEGATIVE DECLARATION

A. Proiect Setting
The proposed expansion of the Recycling Market Development Zone (RMDZ) would add all
of the territory within the corporate boundaries of the City of Chula Vista to the existing
South San Diego RMDZ through redesignation of the existing Zone.
B. Proiect Description
The Recycling Market Development Zone is a state loan program designation to encourage
new and existing businesses to use post-consumer recycled content. California legislation
created the Recycling Market Development Zone (RMDZ) program to provide incentives to
businesses that use secondary materials from the waste stream as feedstock for
manufacturing, and therefore to divert solid waste material from the State's landfù1s. The
legislation allows existing Zones to be expanded upon nnanimous consent by the Zone's
partners. San Diego County has two Zones, including the South San Diego RMDZ
(SSDRMDZ) adjacent to the border which is sponsored by the City of San Diego and the
County. The proposed project would amend that zone to include the City of Chula Vista.
Under the RMDZ program, qualifying companies can apply for below market, fixed rate and
long term loans for up to 50% of the project's cost, not-to-exceed $1 million. Loan proceeds
can be used for working capital, real property and equipment and refinancing of current debt
acquisition (loans must be fully collateralized). Qualifying companies include those which
produce a recycled-content, value-added product, or otherwise increase demand for materials
that are normally disposed of in a sanitary landfù1. All companies requiring significant new
power supply and creating new jobs within an RMDZ are also eligible to receive discounts
on utility rates.
C. Compatibility with Zoning and Plans
The proposed project would provide economic incentive to use recycled materials and would
not conflict with any City zoning or planning.

D. Identification of Environmental Effects
An initial study conducted by the City of Chula Vista (including the attached Environmental
Checklist Form) detennined that the proposed project will not have a significant
environmental effect, and the preparation of an Environmental Impact Report will not be
required. This Negative Declaration has been prepared in accordance with Section 15070
of the State CEQA Guidelines.
The Initial Study identified that no significant environmental impacts would result from
project implementation.
E. Mitigation necessary to avoid sÍ!mificant effects
The proposed project will not result any significant or potentially significant environmental
impacts, therefore, no project specific mitigation is be required.
