ITEM TITLE: Consideration of request for designation of 462 "E" Street as a
historic site.

BACKGROUND:
On October 18, 2001, staff received an application from the property owner for historic
designation of 462 "E" Street. (Attachment I) The house is currently the primary
residence of the property owners Gerald and Carlene Scott. 462 "E" Street is located east
of Elder Avenue and west of Fig Avenue with Brightwood to the north and Davidson to
the South. It is next door to Historic Site #50, The Galligan House. (Attachment 2)
ML And Mrs, Scott respectfully request designation íòr the following reasons:
· It has a distinguishing architectural character
· The house is over 69 years old and retains many of it's original features
· It is a unique subtype of Tudor style architecture,
RESOURCE CONERV A TION COMMISSION AUTHORITY:
In accordance with Section 2.32.070 of the Chula Vista Municipal Code, the decision as
to whether a site should be included on the Historic Site list is made by the City Council,
upon recommendation the RCC. Section 2.32,070 states:
"The commission shall recommend to the city council the designation of
ay site which it has found to meet the criteria as a historical site. The commission shall
also recommend if the historical site pennit process, as provided in Section 2.32,090,
should be imposed on the site,"
DISCUSSION:
Past History
This house was not included in the Historic Resources inventory conducted in 1985,
There is no apparent reason as to why this home was not included in the inventory, as
others that surround it However, the owncr has provided staff with the chain of title from
the San Diego County Recorders office and other infornlation on the architccture and
integrity of the home, (Attachment 3) The home was built for Mr. Cleaton Robertson in
1929, According to the applicants, Mr. Robertson was the branch manager for California
Water and Telephonc Company, Though the County records show several owners
subscquent to that, a neighbor of the Scott's confinns that Mr. Robertson lived in the
home until 1940, with only three other occupants subsequent to Mr. And Mrs. Scott.
Architecture:
This housc is an example of a stucco wall cladding Tudor style home. According to A
Field Guide to American Houses by Virginia and Lee McAlester a relatively small
percentage of Tudor houses have stucco walls. This house has several other features of
the modest Tudor house as well, it has tall narrow casement windows, a steeply pitched
roof, a tan chimney and overlapping gables of varying height.
Property Improvements:
Only minor pcnnits have been obtained for electrical upgrades,
Conclusion:
This relatively unique style home contributes to Chula Vista's eclectic housing inventory,
From an availablc research the house appears to retain evidence of the original features,
criteria #4, and has distinguishing architectural character, criteria #6.

IMPORTANT ROLE HISTORICALLY, ON A LOCAL, STATE, OR
NA TIONAL BASIS. HOWEVER, THE INDIVIDUAL NEED NOT BE
KNOWN NA TIONALL Y, AS LONG AS IT WAS SOMEONE WHO MADE
A SIGNIFICANT CONTRIBUTION ON A LOCAL BASIS. IDEALLY,
THIS INCLUDES A SITE WHERE THE INDIVIDUAL LIVED OR
WHERE A NOTEWORTHY HISTORICAL CONTRIBUTION OR
ACHEIVEMENT TOOK PLACE.
· MA Y BE A SITE WHERE AN IMPORT ANT EVENT TOOK PLACE.
THIS WOULD BE AN EVENT SYMBOLIC OF A PHASE OF HISTORY
THAT COULD REACH THE NATIONAL LEVEL. THE SITE OF THE
SIGNING OF A HISTORIC DOCUMENT, FOR EXAMPLE, WILL
SATISFY THIS CRITERION,
· THE SITE SHOULD HAVE DISTINGUISHING ARCHITECTURAL
CHARACTERISTICS THAT ARE IDENTIFIABLE. THIS INCLUDES
STRUCTURES OF A PARTICULAR ARCHITECTURAL STYLE
RECOGNIZABLE TODAY,
· THE SITE MAYBE ARCHAEOLOGICALL Y SIGNIFICANT IN ITS
ASSOCIATION WITH PRE-HISTORY OF THE AREA. A SITE
DEMONSTRATING EXISTENCE OF AN ANCIENT COMMUNITY
(INDIANS INDIGENOUS TO THE AREA, FOR EXAMPLE) COULD
SATISFY THIS CRITERION.

To Whom It May Concern:
The attached application for historic designation refers to our home which was originally built for
for ML Cleaton Robertson in 1929, Mr. Robertson was the branch manager for California Water
and Telephone Company. He sold the property in 1940 and it was occupied by three different
families before we purchased it in 1981,
Our home is a 2,200 square foot Tudor style with stucco cladding, IdentifYing exterior features
include a steeply pitched roof with !Tont, back, and side gables, totaling five in alt The !Tont of the
house features tall narrow casement windows in multiple groups with multi pane glazing of
diamond design, The rear and sides of the house have double hung and short casement windows,
A large chimney is located on the west side of the house. The !Tont door and west side French
doors are the originals and are solid mahogany wood, IdentifYing interior features of our home
include a living room with a fifteen foot domed ceiling and a massive floor to ceiling fireplace,
The dining room ceiling is coved, All the doors within the house are original including the glass
and brass hardware and the oak hardwood floors throughout the first floor have been restored,
The bathroom features include its original tile floor, walls, shower ,and bathtub. The original
laundry room has a deep sink and tiled counter top, We completely remodeled the kitchen in 1995
installing cherry wood cabinets with leaded glass,
We consider our home to be in excellent condition and continually strive to maintain the original
interior and exterior architectural design,
