Ponseggi, Environmental Review Coordinator <~ FROM: Lynnette Tessitore-Lopez, Associate Planner SUBJECT: Reconsideration of 435 "E" Street request for historic designation On August 19, 2002, the property owner of 435 "E" Street, Ligia Brannen, requested that her property, the Ada Monroe House, be considered for inclusion on the Chula Vista List of Historic Sites, At that time the Resource Conservation Commission determined that they did not have sufficient information to make a recommendation to City Council and requested that the owner provide more information on the history and age of the home. Subsequent to the August 19, 2002 meeting, the owner has provided Staff with more information and requests that the RCC reconsider her request for historic designation, Attached is a revised Staff report that includes the new information. RESOURCE CONSERVATION INFORMATIONAL MEMO Item No.: Meeting Date: 09/30/2002 ITEM TITLE: Reconsideration of request for designation of the Monroe House as a Historic Site- 435 "E" Street. VIA: Marilyn Ponseggi ~ -. FROM: Lynnette Tessitore-Lopez The property owner, Ligia Brannen, requests that her property at 435 "E" Street, the Monroe House, be reconsidered for inclusion on Chula Vista's List of Historic Sites. (Attachment 1) RECOMMENDATION: Staff recommends that the Resource Conservation Commission fmd that the Monroe House meets the local criteria for designation of the site and therefore should recommend that 435 "E" Street be considered for inclusion on the Chula Vista List of Historic Sites as Historic Site #62, DISCUSSION: Municipal Code Authoritv In accordance with Section 2,32,070 of the City Of Chula Vista Municipal Code. the decision as to whether a site shouId be included on the Historic site list is made by the City Council, upon recommendation of the RCC Section 2,32,070 states: " The Commission shall recommend to the City Council the designation of any site which it has fund to meet the criteria as a historical site_ The Commission shall aIso recommend if the historical site permit process, as provided in Section 2,32.090, should be imposed on the site." The Historical Site Permit Process has provisions to stay the issuance of pennits for demolition or modification in order for the RCC to make a reconunendation to the City Council about potential actions that could be taken to preserve the site, Staff recommends that the Historic Site Permit not be imposed on this site, The City has adopted six criteria that are used to determine if a particular property should be included on the Historic Site List (Attachment 2), A site must be found to meet at least one of the six criteria to be selected for designation. Page 2, Item No.: Meeting Date: 09/30/2002 Owner Participation On July 30, 2002 staff received an application for historic designation from the property owner, Ligia Brannen, (Attachment 3) On August 19, 2002 Staff brought the owner's request to the Resource Conservation Commission. At that time the Resource Conservation Commission was unable to make a determination and asked that the owner do more research on the history and age of the home, The owner has since provided Staff with more information on her home which is included in this report. A letter has been sent to the property owner notifying her that the Resource Conservation Commission will be reconsidering her request at their September 30, 2002 meeting. Past History This house was not included in the Historic Resources Inventory conducted in 1985. There is no apparent reason as to why this home was not included in the inventory, as others that surround it were. However, the owner has provided staff with more information on the history of the home and those who lived in it. The applicant states that the home was built in 1886, however, there is no recorded documentation to support 1886 as the year built. Though the exact year built cannot be verified, property records show that the house did exist as early as 1926 This house is located on one of the first pavcd roads in Chula Vista, The land that the house sits upon was part of Rancho de la Nacion which encompassed a large portion of western Chula Vista and all of what is today National City, Rancho de la Nacion was one of the largest pieces of property in the South Bay area and, at one time, the largest local producer of fruits and vegetables. It is believed that the house belonged to one of the foreman of the Ranch however this cannot be verified. Earliest records show that Ada Monroe took title to the property in 19 12, William Ada Monroe (a.k,a Ada Monroe) is a significant person in the history of Chula Vista. ML Monroe was one of the first city council members and a member of the Chula Vista Board of Trustees. ML Monroe was an instrumental force in the establishment and maintenance of telephone lines in Chula Vista and was a prominent rancher in the South Bay, Architectural Stvle: This home is an example of Spanish Colonial Architecture. It has evidence of both subtypes of Spanish Colonial homes, Pitched Roof type and Flat Roof type, This is interesting because typically Spanish Colonial houses have one of the two roof types not both, Other features of the Spanish Colonial style include: · Solid Masonry construction · Wrought ironed covered exterior openings · Simple in style Page 3, Item No.: Meeting Date: 09/30/2002 . Small, narrow window openings Features of the site: This house is a simple style Spanish Colonial house, In addition to the interesting combination of roof types, this house has a full basement, which is not typical of existing homes in the South Bay or California, The house has numerous narrow windows and an arched entry porch to the front dooL (Attachment 4) Conclusion: This modest Spanish Colonial house may be one of the oldest homes remaining in Chula Vista. Though the exact year built cannot be verified, the house did exist as early as 1926, This house is located in an area of Chula Vista that is rich in the architectural and cultural history of Chula Vista, This site was an integral part of Rancho de la Nacion and is located on one of the first paved streets in Chula Vista, This house appears to meet several of the established criteria for consideration as a historic site, In addition to being a unique type of Spanish Colonial architecture, criteria #4, this house retains integrity of materials and design, criteria #6, and relates to a historic personage, criteria #2, Therefore, staff recommends that the Resource Conservation Commission reconsider the property owner's request for inclusion on the Chula Vista List of Historic Sites, Attachments: 1.) The Percy Sprague Eustis House. be included on the Chula Vista List of Historic Sites, The RCC voted to recommend that the City Council designate the house due to the historical context of the home because this home is located within a neighborhood that was once considered as a potential historic district and is in close proximity to other homes that are included on the Chula Vista List of Historic Sites, Prior to the recommendation going to City Council. the City Attorney advised Staff that the recommendation would have to be supported by one or more of the City's adopted criteria, Upon reviewing the minutes of the August 19'" meeting, Staff was unable to determine which of the criteria the RCC considered in making this recommendation. as none of the established criteria addresses context of a site, Staff requests that the RCC evaluate this house based on the established criteria and make a determination whether to recommend this house for inclusion on the Chula Vista List of Historic Sites based on one or more of the criteria, ] ,Planmng\Lynn~¡¡e\h)ston( deslgnallon\6Y2 Second fce 1l1l:mol.ooc RESOURCE CONSERVATION INFORMATIONAL MEMO ITEM TITLE: Reconsideration of the Resource Conservation recommendation for 692 Second Avenue, the Percy S, Eustis House. to be included on the Chula Vista List of Historic Sites. Eustis House, be considered for inclusion on Chula Vista's List of Historic Sites, RECOMME1\1J)A TION: Staff recommends that this site not be designated at this time, This site does not meet the Cj¡\"s current criteria for designation, It is anticipated that the Ad hoc Committee on the Historic Preservation Program will consider criteria for historic districts and zones as well as more specific criteria for designation of sites outside of historic districts and zones. (Attachment 3) A letter has been sent to the property owners notifying them of the current pending Resource Conservation Commission action regarding their property. Past Historv The Percy Sprague Eustis House was part of the 1985 City Of Chula Vista Historic Resources inventory. However, at that time the home was not included on the Chula Vista List of Historic Sites. The City Of Chula Vista Historic Resources Inventory prepared in 1985 states that the home was built in 1927, (Attachment 4) The house was built for Percy and Eliza Eustis. Percy Eustis was an important railroad man for over fifty years as well as held an important post in Washington D,C for the railroad during World War L Mr. Eustis moved with his wife to Chula Vista after he retired, Both were very active in the community, Mr. Eustis lived in Chula Vista until he died in 1937, Mrs, Eustis lived at the house until her death in 1949, Craftsman Houses: The Craftsman style of architecture originated in southern California, This style of architecture was inspired by the work of two Californians, Charles Sumner Greene and Henry Mather Greene.
