Chula Vista Resource Conservation Commission
Goals:
1) To recognize individual or group achievements that promulgate historic
preservation in Chula Vista
2) To support and encourage local historic preservation efforts
3) To increase public awareness of the mission and duties of the Resource
Conservation Commission regarding local historic resourceS.
E ligihility:
1) Any individual or group associated with Chula Vista who has been
personally involved in or has spearheaded a qualifying activity.
2) The accomplishments of the awardees must have either taken place
within the boundaries of Chula Vista, or have impacted the City in some
way.

Qidifying
Activities
1) Restoration - accurately recovering the form and details of a property as
it appeared at a particular period in time by removing later work and
replacing missing original work with an emphasis on historic accuracy.
2) Rehabilitation or Adaptive Re-Use - the act or process of making
possible the continued historic use of a property through repair,
alteration, and additions while preserving those portions or features
which convey its historical, cultural, or architectural values; to include
rehabilitation that converts a structure to a compatible use other than the
one for which it was originally constructed.
3) Preservation through Stabilization - the process of sustaining the form
and extent of a structure essentially as it now exists, with the goal to halt
further deterioration and provide structural stability, but without
significant rebuilding.
4) Additions to Historic Structures and Contextual In-Fill Projects -
including new additions, exterior alterations and compatible free-standing
new construction, adjacent or in relation to, historic structures. Such
work should reflect the compatibility of new work with historic
structures in regard to matters of size, scale, architectural features and the
protections of the historic character of the property and its contextual
surroundings,
5) Cultural Resource Studies, Planning, Reports, Projects, Computer
Software - Creative, innovative, or precedent -setting approaches to
technological and preservation planning issues, educational or public
awareness or advancement of historic resources (architectural,
archeological or cultural).
6) Craftsmanship - Outstanding workmanship carried out in a project such
as those specified above including excellence in craftsmanship pertaining
to a single element of an overall project.
7) Archaeological and Cultural Landscapes - including the scientific study
and preservation of the vestigial remains of previous cultures and
societies. To include the documentation, stabilization or interpretation of
the material rerrmants of structures associated with past human life and
activities; to include the preservation or restoration of a natural or
manmade landscape environment having particular historical significance
either through its integral contribution to the context of a qualified
property or district, or in its own right.

City of Chula Vista Environmentalist of the Year
Criteria for the Award:
Selection will be based on the Achievement by the Candidate of one or more
of the following standards:
· The Candidate has exhibited by his/her activities of leadership,
collaboration and achievement related to the quality of the
environmental habitats, flora, fauna and sustainability of the ecology
in the City of Chula Vista and its San Diego/Tijuana region; OR
· The Candidate has made a significant impact on enhancing the quality
of life as related to the natural environment of the City of Chula
Vista, California by reducing its air, water, or land hazards, pollutants,
solid waste, traffic or reducing other significant environmental impact
that would harm the environment of Chula Vista and the quality of life
(QOL) of its community and visitors; OR
· The Candidate has created an Innovative procedure, public event,
business or industry, or municipal, regional, state, or global activity
that has significantly and creatively enhanced or predictably will
improve the environment and QOL for the peoples, current and
future, of the City of Chula Vista and its neighbors.
The procedure for selection of the Chula Vista Environmentalist of the
Year Award are as follows:
· Call for Nominations will be made during the Months November,
December, and January, with selection made after February 1st of
each year.
· The Selection of the Nominees will be made by the Chula Vista
Resource Conservation Commission at their first meeting in February
or at a special meeting in February, The Commission may appoint a
task force of two of its members and include community members for
this selection, if it so chooses.
. Institutions, such as the Chamber of Commerce, Chula Vista Nature
Center, School districts, Southwestern College, Environmental
organization, Libraries, Governmental staff, and all who receive the
legally noticed entities will be informed of this call for nominations.
. The Award will be in the form of a plaque and will be awarded at a
special Recognition Banquet for the volunteers of the City of Chula
Vista or comparable award community celebration. The Awardee will
also receive a Chula Vista Resolution certificate at a Special Orders
of the Day on the City Council agenda at a designated time with
presentation by the Mayor and City Council, comments by the R.C.C,
chairperson or designee, and a two-minute oration possible by the
awardee concerning the environment or ecology importance.
. Publicity concerning the Awardee and the Environmental achievements
and significance will be carried out by the City PR officer in a timely
manner and will be included in a Chula Vista newsletter insert, in PR
releases to local newspapers and media, as well as on the Chula Vista
website.
Nominators will be asked to submit a brief statement concerning the
rationale for nomination and the relationship of the achievements and
activities to the enhancement of the quality of life and the environmental
habitat, flora, fauna, air, water, habitat, etc., in our community,

NATURE To Whom It May Concern:
CENTER Joyce Remp as Environmentalist of the Year

....-.: I take this opportunity to nominate Joyce Remp for Environmentalist ofthe Year
because of her outstanding work and commitment to wildlife and conservation.
CHARLES GAILBAND Joyce is a Jicensed Veterinary Technician, She uses her skills and training to care
for injured or non-releasable wildJife itt the Chula Vista Nature Center and for
Curator of Birds Project Wildlife. In addition to using her skills to help wildlife directly, she
conducts training to teach others how to perfonn laboratory and medical
procedures so others can better care for injured wildJife.
Joyce is an indispensable member of the Light-footed Clapper Rail Propagation
Program at the Chula Vista Nature CenteL This program breeds and releases one
of California's most endangered birds. She cares for and uses the collection of
non-releasable birds at the Center to educate thousands of residents about native
wildlife and the environment.
Joyce's commitment to wildlife does not end when she leaves her duties at the
CenteL Joyce shares her home, and her personal time, with injured or orphaned
1000 wild animals that she rehabilitates as a Project Wildlife volunteeL As a volunteer
Joyce spends many of her work lunch breaks and personal time picking up injured
Gunpowder wildlife found by a concerned public.
Point Joyce also cares for, at home, several non-releasable animals that she uses for
Drive public education for Project Wildlife, She educates hundreds of Boy/Girl Scouts
and other public groups.
Joyce uses her considerable expertise and training to care for native wildlife and
educate the public about animals and the environment. Altematively, Joyce could
choose to work in the more profitable and comfortable setting of a veterinary
practice. However, Joyce's dedication to the environment has led her in a
Chula Vista, different direction, a direction that benefits the environment and local wildlife.
