Project Setting The site is a 3,02±-acre property located on the west side of Fifth Avenue between Arizona Street and Moss Street (Exhibit A - Locator Map), The site is currently developed with a church building (3,054 sq,ft,), restroom building (352 sq,ft,), a two-story youth/classroom building (9,600 sq,ft,), youth activity building (1,500 sq,ft,), office trailer building (492 sq,ft,), and a storage shed (120 sq,ft,), An outdoor play/recreation area and patio are located along the north side of the youth/classroom building, The rear portion of the property (31,800 sq.ft./O,73-acre) is landscaped, The existing parking lot is striped for 82 standard parking spaces (including four handicapped spaces), An additional five parking spaces (two handicapped) are located on the north side of the youth/classroom building, A 25-foot wide paved driveway (two-lane) provides access to the main parking lot. A 14-foot wide paved driveway along the northern property line provides a secondary access to the main parking lot. The surrounding area is fully developed with the following uses: North Single-family residential; East Single-family residential; West Single-family residential; and South Multi-family residential. The southern property boundary is contiguous with the Telegraph Canyon drainage channel. Remove an existing mobile office (492 sq,ft, trailer) structure, a storage shed (120 sq,ft,), and an existing 1,500 square-foot youth building (fonner single-family residence); 2, Construct a new 4,730 sq,ft, multi-purpose building with a maximum height of 28 feet; and 3, Construct a new concrete walkway for access to the multi-purpose building (Exhibit B - Site Plan), The proposed new multi-purpose building would be used for Sunday and Wednesday worship services, meetings, group gatherings, and youth activities, Worship services that are currently conducted in the existing church building would be moved to the new multi- purpose building. The proposed building would contain a multi-purpose room with seating for 286 people, a storage room, restrooms, and a lunchroom (no stove or cooking appliances included), The exterior of the building would be stucco to match existing stucco on the existing buildings, Roof shingles and trim would match the existing buildings, C. Compliance with Zoning and Plans The proposed multi-use building is consistent with the R-I (Single-family Residential) zoning designation, LM (Low-Medium Residential 3-6 dulac) General Plan designation, and the City's environmental plans and policies, The project is also consistent with the Montgomery Specific Plan, which designates the site as Low-Medium Residential (3-6) dulac ), D, Public Comments On July 21, 2000 a Notice ofInitial Study was circulated to property owners within 500-foot radius of the proposed project site. The public comment period ended July 31, 2000, One public comment letter was received, E, Identification of Environmental Effects An Initial Study conducted by the City of Chula Vista (including an attached Environmental Checklist fonn) detennined that although the proposed project could have a significant environmental effect, there will not be a significant effect in this case because mitigation measures described in Section F below have been added to the project. The preparation of an Environmental Impact Report will not be required. This Mitigated Negative Declaration has been prepared in accordance with Section 15070 ofthe State CEQA Guidelines, I. Noise The architectural plans submitted to the City do not include heating or air conditioning equipment. If heating and air conditioning equipment is installed, the equipment could 2 conceivably exceed City noise standards, Although the nOise analysis report notes that "HV AC units would be of a low-noise type and would have sufficient structural attenuation (i,e" cinder-block enclosure) to preclude impacts to surrounding residential uses," the submitted plans do not provide a basis for this conclusion, Thus, the installation ofHV AC equipment could result in a significant environmental impact. 2, Hazards Demolition of the storage shed and fonner single-family residences could result in the release of airborne asbestos fibers if the structures contain asbestos materials, Release of airborne asbestos fibers would result in a significant health hazard, F, Mitigation Necessary to Avoid Significant Impacts Project-specific mitigation measures are required to reduce potential environmental impacts identified in the Initial Study to a less than significant level. The mitigation measures will be made a condition of approval, as well as requirements of the attached Mitigation Monitoring Program (Attachment "A"), NOISE Heating and Air Condition Equipment 1. If building plans submitted to the City include exterior heating and air conditioning equipment, a City approved acoustician shall be retained by the applicant to perfonn an acoustical analysis of the heating and air conditioning equipment to detennine if the equipment meets the Zoning Ordinance requirements pertaining to nOise (see §19,68,030), The acoustical analysis shall be submitted to the City's Environmental Coordinator for review and approval prior to the issuance of a building pennit. 2. Concurrent worship services shall not be conducted in the multi-purpose building and the existing church building, The multi-purpose building shall not be used in conjunction with weekday educational programs conducted in the existing church building and the youth/classroom building located behind the existing church building. HAZARDS Asbestos 1. The applicant shall contract with an environmental ëonsultant certified by the State of California to conduct testing for the presence of asbestos in buildings to be demolished, A report shall be submitted to the City of Chula Vista Planning and Building Department that identifies whether or not asbestos is present. If required, a remedial work plan for the removal and disposal of asbestos shall be submitted for review and approval by the City of Chula Vista Planning and Building Department and San Diego County Air Pollution Control District. 3 2, The applicant shall be responsible for obtaining all required permits from state and local regulatory agencies, including the San Diego Air Pollution Control District (APCD), and shall provide proof of having obtained such permits to the Planning and Building Department prior to issuance of a demolition permit. F, Ponseggi ::I I Environmental Review Coordinator 4 ATTACHMENT "A" MITIGATION MONITORING REPORTING PROGRAM (MMRP) South Bay Baptist Church Multi-Purpose Buildin~, IS-OO-53 This Mitigation Monitoring Program is prepared for the City of Chula Vista in conjunction with the proposed South Bay Baptist Church Multi-Purpose Building project (IS-00-53), The proposed project has been evaluated in an Initial Study/Mitigated Negative Declaration (IS/MND) prepared in accordance with the California Environmental Quality Act (CEQA) and City/State CEQA guidelines, The legislation requires public agencies to ensure that adequate mitigation measures are implemented and monitored on Mitigated Negative Declarations, such as IS-00-53, AB 3180 requires monitoring of potentially significant and/or significant environmental impaets, The Mitigation Monitoring Program for this project ensures adequate implementation of mitigation for the following potential impacts(s): 1. Noise, 2, Hazards, MONITORING PROGRAM Due to the nature of the environmental issues identified, the Mitigation Compliance Coordinator shall be the Environmental Review Coordinator for the City of Chula Vista, It shall be the responsibility of the applicant to ensure that the conditions of the Mitigation Monitoring Reporting Program are met to the satisfaction of the Environmental Review Coordinator. Evidence in written fOmJ confimJing compliance with the mitigation measures specified in MND/IS-00-53 shall be provided by the applicant to the Environmental Review Coordinator. The Environmental Review Coordinator will thus provide the ultimate verification that the mitigation measures have been accomplished. Noise levels by receiving land uses are measured at the boundary or at any point within the boundary of the property affected. An Acoustical Analysis was perfonned by Investigative Science and Engineering, Inc, (March 23, 200 I Revised) to measure the potential noise impacts from the proposed facility to the adjacent neighbors to the north, A noise measurement of 51,8 Leq was taken near the north property line of the site October 26, 2000 (Thursday) at 12:30 p,m, Noise measurements taken on February 25, 2001 (Sunday) were 54.0 Leq (8:30 a,m,), 60,5 Leq (9:30 a,m,), 55,0 Leq (10:30 a,m,), and 57,0 Leq (II :30 a,m,), The Sunday measurements were taken to establish the noise levels associated with the current church activities, Interior noise measurements of the pipe organ in the existing church facility showed that average noise levels within the center of the building were 69.3 dB(A) Leq-15mm' Maximum levels were 72 dB(A) and minimum levels were 53 dB (A) , Measurements taken at similar facilities by the consulting acoustician indicate that typical church singing can range upwards of 80 dB(A) Leq-15mio' This 80-dB(A) level was used as the basis of the noise analysis of the proposed multi-purpose building" A noise insulation analysis was perfonned to detennine the sound transmission effects of the proposed multi-purpose building, The interior noise level produced by the proposed church activities were ca1culated in tenns of decibels, A-weighted, and converted to six-octave band sound pressure levels. The expected noise levels outside the building are a function of the sound transmission Joss qualities of the construction material and the surface area of the walls, windows, doors, etc, The north wall of the 7 Potentially Potentially Significant Less thaD Significant Unless Significant No Impact Mitigated Impact Impact building would face the adjacent single-family residences located 30 to 35 feet north of the proposed building, There is an existing 7- foot masonry and wood fence along the northern property line. The building floor plan shows one double door in the north wall and no windows, The interior noise level of SO dB(A) requires the building structure to have a Sound Transmission Class (STC) rating of30 in order to achieve the 55-dB(A) exteriornoise level required by the Zoning Ordinance, The structural noise analysis was based on the architectural plans and the composite building shell, The analysis concluded that the building would have an STC rating of 4S, Thus, the noise reduction that would be achieved by the proposed architecture of the building exceeds the requirement of STC 30 to reduce the exterior noise to a 55-dB(A) level. Consequently, no significant impact would result from activities conducted within the proposed building, However, a significant noise impact could occur if: (I) concurrent worship services are conducted in the existing church building and the proposed multi-purpose building; or (2) the proposed multi-purpose building is used in conjunction with weekday educational programs conducted in the existing church building and the youth/classroom building located behind the existing church building, The single largest noise generator in the vicinity of the project site is traffic along 5'" Avenue, The Acoustical Analysis also evaluated the potential noise impacts to the proposed facility rrom traffic along 5'" Avenue, Existing traffic noise levels at the front (east) of the site were measured to average 52 dB(A) on October 26, 2000, Noise levels associated with the arrival and departure of worshippers for the Sunday morning service results in an approximate 4 to 5 dB(A) increase in overall ambient noise levels These events occur at approximately 9:30 a,m, and 11:30 a,m, and are of a short-term duration (i,e, several minutes), The overall character (L90 or 90% of the time) of the ambient noise levels during the Sunday morning worship period increased by approximately two decibels, This is not considered to be a significant environmental impact. Fifth A venue currently has a traffic volume of 6,SSO ADT, The increase in traffic resulting rrom the proposed multi-purpose building would be 43 trips per day Monday through Saturday and 172 trips on Sunday, This level of traffic increase would increase the noise levels in the area by less than 3 dB(A), the level of noise increase that is barely perceptible by the human ear. The increase in traffic noise as a resuH of the project would be less than significant. The architectural plans submitted to the City do not include heating or air conditioning equipment. If heating and air conditioning equipment is installed, the equipment could conceivably exceed City noise standards, Although the noise analysis report notes that "HV AC units would be of a low-noise type and would have sufficient structural attenuation (i,e" cinder-block enclosure) to preclude impacts to surrounding residential uses," the submitted plans do not provide a basis for this conclusion, Thus, the installation of HV AC equipment could resuH in a significant environmental impact. If building plans submitted to the City include exterior heating and air conditioning equipment, a City approved acoustician shaH be retained by the applicant to perfonn an acoustical analysis of any proposed heating and air conditioning equipment to detennine if the equipment meets the Zoning Ordinance requirements pertaining to noise (see §19,68,030). The acoustical analysis wiH be submitted to the City's Environmental Coordinator for review and approval prior to the issuance of a building pennit. 2, Concurrent worship services shaH not be conducted in the multi-purpose building and the existing church building. The multi-purpose building shaH not be used in conjunction with weekday educational programs conducted in the existing church building and the youth/classroom building located behind the existing church building, HAZARDS Asbestos 1. The applicant shaH contract with an environmental consultant certified by the State of California to conduct testing for the presence of asbestos in buildings to be demolished, A report shaH be submitted to the City of Chula Vista Planning and Building Department that identifies whether or not asbestos is present.
