Subject: Potential demolition of Henry Fischer House
Dear Mr, Roseman:
The City of Chula Vista Planning Department was recently contacted by a realtor ITom
Realty Executives regarding potential demolition of the Henry Fischer House at 769
Broadway" Her name was Lena (unfortunately I did not get a last name) and phone
number is 508-2005" The Henry Fishcer House is located at 769 Broadway, behind a
used car lot and next to Humphrey's Mortuary, Although it is not on the list of historic
sites, it is noted as an "other site of historic interest" in the pamphlet Historic Chula
Vista, Since the site has not been designated and does not have the historic site permit
placed on it, the City is not able to do anything in terms of blocking demolition or
requiring relocation, Apparently, the property is currently in escrow and the new owners
intend to demolish the structure in order to expand the used car lot,
An interesting bit of history about this home is the fact that the City received a request
back in 1987 by the property owner requesting that tbe Historical Society accept tbe
home as a donation, The Resource Conservation Commission voted to not accept the
property on January 11, 1988, I am including the letter and minutes for your information,

Members Present: Chairman Rowe, Vice Chairman Donovan, Commissioners
Hodson, Wendorf, Mitchell, Young, and Cameron
Members Absent: None
City Staff Present: Environmental Review Coordinator Doug Reid
CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 5:31 p.m. by
Chairman Rowe. Members present constituted a quorum.

1. NEW BUSINESS:
A. Review of Planning Commission Agenda/Staff Report for the meeting of
January 13, 1988. Item 3 (Senior Density Bonus) and Item 4
(Proposed Formation of Open Space District #18 - Rancho del Sur)
were taken off the agenda and will be discussed at a later date.
The approach of the EIB. was discussed. More input to the Planning
Commission was discussed. Meeting on a more timely basis is needed.
MSUC Mitchell/Hodson (7-0) to continue meeting twice a month, with
discretion on whether the Planning Commission needs input; with a
minimum meeting on the. second Monday of every month, and optionally,
meeting on the fourth Monday of every month to give any input to the
Planning Commission at their meetings held on the second and fourth
Wednesday of every month.
Discussion was held and okayed regarding the switching of members to
the Planning Ccmnission meetings if a member gives notice in advance
when he/she cannot attend.
. B. Comments were made and discussion was held on the RCC "budget for the
fiscal year 1988-89. Chairman Rowe would like explanations as to
why there is a budget for overtime. Doug Reid will get an update on
budget for the next meeting.
2. OLD J!USINESS
A. Consideration and discussion was made on the Olen Hoy house to
accept or reject it as a gift to the city as a historical site.
Comments were made as to the poor financial risk by the city because
of the extensive costs the city would incur to' move, store and
restore the house.

MSUC Wendorf/Young (7-0) to recommend to the City Council to not
accept the property as a historical gift.
B. Consideration and discussion on t1J.e referral to the council
regarding the potential designation of Southwood psychiatric
Hospital as a historic site.
MSUC Wendorf/Donovan (7-0) to recommend to the City to allocate
funds to conduct a historical resources inventory of the
Montgomery area, including the Southwood Psychiatric Hospital.
3. COMMJIITCATIONS
A. Five specific questions were put to the commission from City Clerk
Fulasz in regard to absenteeism. Di~cussion and recommendations. are
as follows:
Questions #4 and #5 regarding excuses:
MSUC Rowe/Mitchell (7-0) to recommend to the City Council that
official excnses shall not be counted towards absenteeisms; and
the definition of "official excuse" shall be illness, employ-
ment/business-related including travel, and vacations on the
part of the commission member.
Questions #1 and #2 regarding attendance:
Motion by Rowe that 75% is a reasonable percentage, assuming
that the motion in regard to #4 and #5 is applicable. Motion
was amended to be applicable only to duly called meetings
rather than workshops. Motion died from lack of second and
addressed again after question #3 answered.
Question #3 regardin~ workshops/conferences as meetings:
MSUC Wendorf/Young (7-0) that workshops not be counted as
bonafide meetings.
Questions #1 and #2 were again addressed. Discussion held as to the
percentage of meetings missed rather than a specific number of
mèetings missed.
MSUC Mitchell/Young (7-0) to stay with three (3) consecutive
meetings missed rather than a percentage.
Chairman Rowe stated that meeting notices needed to go out on a more
timely basis to give commission members sufficient time to" prepare.

I have owned this house since 1943. I wduld like to donate it to the
Historical Society to be preserved and k~pt for many years. I have
owned this house for 44 years and I undeJ'stand it was buul t in 1880.
if that is true i~ is now 107 years old.

I admit it is old but in very good condi ion for its age today.'

, When I first moved to Chula Vista I liveq at 208 Shasta St. for six
aonths. I sòld that house and moved to 1.69 National Avenue C.V.
which later "Years was changed to 769 BroîdWay.
; believe I had 3t acres of land. I ran ,165 feet on Broadway and
660 feet East. I sold all except the 165 Feet on Broadway and 150
, feet .in depth. The old big house has four apartments in it now.
I have raised four children, 3 boys and i girl which are all 'grown .
and moved away. I moved to San Diego in 11963 but my heart has always
been in Chula Vista. (The Land of Paradi~e.)

The time has come to tu-~ the old house Iver to the Historical
Society to keep for ever.
A few things that I want is the buildinglmoVed off of the lapd and ,
the main sewer line not to be disturbed. A marker to be put where the
sewer line hook up to the old house and ~here is three places for that.
I also want the basement to filled in with dirt and allowed for shrink-

. - age and all debris to be remove d off the property. ~
I need to be notified 60 days in advance in order for mp. to give my
tenants 30 day notice to vacate and timeifOr me to dispose of furn-
ishings within the apartments.
I would like a brass plate put on theol~ house after it is preserv~d
wi th my name, rrry wife and +he four chilw;.en engraved on it as to who
donated the building. All of these things I have mentioned is to be
done without any eXpense charged to me. iI wauld like to be present
