The first story consists of 7,760 square feet and the second story consists of 2,004 square feet. The existing building was previously used as a nightclub from July 1997 to December 1999, Prior to that time in 1993, an auto dealership with repair service occupied the building and site, The project is located in a fully developed commercial and industrial area. Topography at the project site is relatively flat and generally the same elevation as the surrounding streets, Main Street and Industrial Boulevard, Surrounding land uses include the following: North: No structures; parking lot for adjacent distributorship business, South: Main Street; public storage facility across the street. East: Truck Rental and Leasing facility, West: Wholesale Restaurant Supplies B, Project Description The proposed project is for an auto body repair and detail shop in an existing 9,764 square foot building. The first story (7,760 square feet) will contain the auto repair and detailing business activity, The second story (2,004 square feet) is proposed for office use. The proposal does not include expansion of the existing building or site, Proposed hours of operation are Monday thru Friday, 8:00 a,m,-5:00 p,m. and Saturday, 9:00 a,m, - 1:00 p.m, All business will be conducted indoors with no outside storage proposed, The existing building is located along the west portion of the parcel with 70 on-site parking spaces located along the front, side and rear of the building. Access to the project site is via existing driveways along Main Street and via an interior roadway off Industrial Boulevard to the rear, There is minimal landscaping existing along the south (Main Street) and east side of the parcel. The applicant will be required to upgrade the existing landscape area and provide new improved areas on the site. I 01/31101 C, Compliance with Zoning and Plans The subject property is zoned Thoroughfare Commercial (CT) Zone and in the Thoroughfare Commercial General Plan designation, The project is located in the Montgomery Specific Planning Area, The project proposal, major auto service, is allowed with a Conditional Use Pennit and is consistent with the Zoning, General Plan, and Montgomery Specific Plan, D. Public Comments On December 22, 2001 a Notice of Initial Study was circulated to property owners within SOO-foot radius of the proposed project site, The public comment period ended January 2, 2001. No comments were received. Notice of the Proposed Negative Declaration was sent to property owners within SOO-foot radius of the proposed project site and the applicant, E. Identification of Environmental Effects An Initial Study conducted by the City of Chula Vista (including an attached Environmental Checklist fonn) detennined that the proposed project will not have a significant environmental effect, and the preparation of an Environmental Impact Report will not be required, This Negative Declaration has been prepared in accordance with Section 15070 of the State CEQA Guidelines, F, Mitigation Necessary to Avoid Significant Impacts No project-specific mitigation measures are required to reduce potential environmental impacts identified in the Initial Study to a less than significant level.
