A, Project Setting
The subject site is located at 2350 Main Street and consists of a total developed area of
41,000 square feet (Attachment A), A vacant two-story 9,764 square foot building occupies
the west portion of the parcel. The first story consists of 7,760 square feet and the second
story consists of 2,004 square feet. The existing building was previously used as a nightclub
from July 1997 to December 1999, Prior to that time in 1993, an auto dealership with repair
service occupied the building and site,
The project is located in a fully developed commercial and industrial area. Topography at
the project site is relatively flat and generally the same elevation as the surrounding streets,
Main Street and Industrial Boulevard, Surrounding land uses include the following:
North: No structures; parking lot for adjacent distributorship business,
South: Main Street; public storage facility across the street.
East: Truck Rental and Leasing facility,
West: Wholesale Restaurant Supplies
B, Project Description
The proposed project is for an auto body repair and detail shop in an existing 9,764 square
foot building. The first story (7,760 square feet) will contain the auto repair and detailing
business activity, The second story (2,004 square feet) is proposed for office use. The
proposal does not include expansion of the existing building or site, Proposed hours of
operation are Monday thru Friday, 8:00 a,m,-5:00 p,m. and Saturday, 9:00 a,m, - 1:00 p.m,
All business will be conducted indoors with no outside storage proposed,
The existing building is located along the west portion of the parcel with 70 on-site parking
spaces located along the front, side and rear of the building. Access to the project site is via
existing driveways along Main Street and via an interior roadway off Industrial Boulevard to
the rear, There is minimal landscaping existing along the south (Main Street) and east side of
the parcel. The applicant will be required to upgrade the existing landscape area and provide
new improved areas on the site.

Comments: The project is proposed on a fully developed lot. The surrounding area is fully
urbanized and developed with commercial and industrial uses, Neither sensitive plant nor animal
resources, nor historical or archaeological resources are present, Therefore, the proposed project
does not degrade the quality of the euvironment, reduce the habitat of fish or wildlife species or
threaten the animal community,

Comments The operation of an auto repair and detail shop will not significantly impact the long-
term environmental goals of the City of Chula Vista because the use is consistent with the General
Plan and the City Council approved October 9, 2000 Draft Multiple Species Conservation Plan
(MSCP),

which will cause substantial adverse effects on
human beings. either directly or indirectly?
Comments: No adverse effects on human beings are anticipated from the auto body repair and
detail business, The project is conditioned to require the applicant to obtain a permit from the County
of San Diego for storage and use of hazardous materials, and, if necessary, obtain an NPDES
General Industrial Permit, Additional conditions will require the business activities to stay inside the
building.

XXI. ENVIRONMENTAL FACTORS POTENTIALLY AFFECTED:
The environmental factors checked below would be potentially affected by this project, involving at
least one impact that is a "Potentially Significant Impact" or "Potentially Significant Unless Mitigated,"
as indicated by the checklist on the following pages,
o Land Use and Planning o Transportation/Circulation o Public Services
o Population and Housing o Biological Resources o Utilities and Service

XXII. DETERMINATION:
On the basis of this initial evaluation:
I find that the proposed project COULD NOT have a significant effect on the .
environment, and a NEGATIVE DECLARATION will be prepared,
I find that although the proposed project could have a significant effect on the 0
environment, there will not be a significant effect in this case because the mitigation
measures described on an attached sheet have been added to the project. A
MITIGATED NEGATIVE DECLARATION will be prepared,
I find that the proposed project MAY have a significant effect on the environment, and 0
an ENVIRONMENTAL IMPACT REPORT is required,
I find that the proposed project MAY have a significant effect(s) on the environment, but 0
at least one effect: I) has been adequately analyzed in an earlier document pursuant to
applicable legal standards, and 2) has been addressed by mitigation measures based on
the earlier analysis as described on attached sheets, if the effect is a "potentially

significant impacts .. or "potentialJy significant unless mitigated. .. An
ENVIRONMENTAL IMPACT REPORT is required, but it must analyze only the effects
that remain to be addressed,
I find that although the proposed project could have a significant effect on the
environment, there WILL NOT be a significant effect in this case because all
potentially significant effects (a) have been analyzed adequately in an earlier EIR
pursuant to applicable standards and (b) have been avoided or mitigated pursuant to
that earlier EIR, including revisions or mitigation measures that are imposed upon
the proposed project. An addendum has been prepared to provide a record of this
detennination.
