HomeMy WebLinkAboutrda min 1983/06/16 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Thursday, June 16, 1983 Council Conference Room 4:00 p.m. City Hall ROLL CALL MEMBERS PRESENT: Chairman Cox (arrived 1 ate), Members Scott, Moore, Malcolm, McCandliss (arrived late) MEMBERS ABSENT: None STAFF PRESENT: Executive Director Goss, Community Development Director Desrochers, Special Counsel Reed ALSO PRESENT: ITEM NO.1 - REPORT: EARTHWORK AT FOCUS AREA PARKING STRUCTURE SITE MOTION TO ACCEPT REPORT MSUC(Malcolm/Scott) to accept the report. ITEM NO.2 - REPORT: DISPOSITION AND DEVELOPMENT AGREEMENT - FOCUS AREA Community Development Director Desrochers requested that this item be discussed in Closed Session at the end of the meeting. MSUC (Scott/Moore) to go into Closed Sess i on to di scuss the Di spos i ti on and Development Agreement of the Focus Area. ITEM NO.3 - REPORT OF THE TOWN CENTRE PROJECT AREA COMMITTEE MOTION TO ACCEPT REPORT MSUC (Moore/Malcolm) to accept the report. Community Development Director Desrochers stated the last paragraph has been revised. The Project Area Committee feels their charge is almost completed regarding the Downtown area. They advise the Redevelopment Agency and participate with people from the Broadway area in encouraging them to reach a program that may help them. They would like to stay on as a Project Area Committee but it would be more as a Redevelopment Advisory Committee. MOTI ON TO ACCEPT REPORT MSUC (Moore/Malcolm) to accept the report and purs ue recruitment of the property owners at the north end sector of Broadway to serve on the Project Area Committee. Adjourned Regular Redevelopment Agency Meeting -2- June 16, 1983 ITEM NO.4 - REPORT AGENCY-OWNED PARCEL AT BAY BOULEVARD AND "F" STREET Community Development Director Desrochers stated that the Atlas Hote 1 s Corporation requested a three year wait to build Crystal's Diner. He coul d not recommend keepi ng the same arrangements that they have had to ho 1 d that property off the market. He recommended the services of a real estate broker under an exclusive brokerage arrangement and to develop a marketing program with the brokerage community for the development of the parcel. Member Malcolm stated the price should be reexamined and Community Development Director Desrochers stated we could not stay on with Atlas below the market price since an agreed upon price of less than $1,000 per month would not be good business sense. He stated there are other restaurants and developers in the area that would put in as good a quality as Crystal's. Member Scott asked if the Atlas Hotels people requested better terms and Community Development Director Desrochers stated they had been contacted and also stated that if they couldn't get the same terms as before they would relinquish their option. ITEM NO.5 - REPORT: LOCAL COASTAL PLAN Community Deve 1 opment Di rector Desrochers di scussed a 1 etter from the Chai rman of the Agency to the Unified Port District which he read to Mr. Nay and discussed with him. He stated it wou 1 d be read to the Commissioners. He explained the concept behind the letter and asked approval of this letter in order to place it on the agenda for the next meeting by the time Mr. Creaser is back. Mr. Desrochers continued that the focus involved is on the "D" Street fi 11 area and the Redevelopment Agency has not had too much luck with the Port District in the last couple of months because they felt we were not aware of their boundaries and their needs. Now that we have the April 26 decision support i ng Ca lTrans to have a 1 east tern sanctuary and "D" Street fi 11, our consultants have attempted to see how the area could be planned, taking into consideration the dividing 1 i ne and the fact that residential construction can't be put on Port District property, He added that the Port District isn't going to have any financial involvement in the "D" Street building. Commercial land uses are envisioned on the fi 11; a street to divide residential from commercial users; a yacht basin; and boat repair facility. There is, however, no market for heavy industrial and major shipping activities on thi s fi 11. Counci lman Moore stated that he was enthusiastic over the marina concept. Community Development Director Desrochers stated the Kettenberg Marina type of facility will be provi ded at the foot of "G" Street and the Redevelopment Agency has favored this land use. MOTION TO FORWARD LETTER TO PORT DISTRICT MSUC (Moore/Malcolm) to forward a letter with the Mayor's signature to the Port District. MOTION TO HOLD JOINT MEETING MSUC (Moore/Malcolm) to have a special joint meeting July 14 with the City's Planning Commission. ITEM NO.6 - RESOLUTION NO. 426 - ADOPTING THE REDEVELOPMENT AGENCY BUDGET FOR THE FISCAL YEAR 1983-84 AND AUTHORIZING THE APPROPRIATION OF FUNDS Community Development Director Desrochers outlined the supplemental budget and requested an additional $10,000 for housing projects and explained developers are discussing low and moderate income housing developments. RESOLUTION OFFERED BY MEMBER MALCOLM, the readi ng of the text was wa i ved by unanimous consent, passed and adopted unanimously. MOTION TO ADD $10,000 TO LOW AND MODERATE-INCOME HOUSING BUDGET MSUC (Malcolm/Scott) to add $10,000 to the low and moderate-income housing budget. The Redevelopment Agency recessed at 4: 35 p.m. and reconvened at 4:40 p.m. Member McCandliss arrived at this time. MEMBERS' COMMENTS a. The use of beach area for the Bayfront was di scussed: this is the only natural beach in the area and it should be saved as such for the citizens of Chul a Vi sta. Member Moore suggested it would have to be a joint effort with the Port District. Council feels a heavy duty use would not be appropri ate; Counci 1 cou 1 d enact a change of pol icy on beach site usage. Would Council feel this is worth pursuing and then go to the Port District? MOTION TO PURSUE LAND USE STUDY MSUC (Moore/McCandliss) to pursue study on the land use north of RV Park and south of "G" Street Adjourned Regular Redevelopment Agency Meeting -4- June 16, 1983 MOTION TO SEND LETTER TO ATLAS HOTELS MSUC (Malcolm/Moore) to send letter to Atlas Hotels showing concern regarding their decision and how we can work with them in the future. (Mayor Cox arrived at this time. 4:50 p.m.) MOTION TO ADJOURN TO CLOSED SESSION MSUC (Scott/Cox) to adjourn to Closed Session. ADJOURNMENT at 4:50 p.m to the City Council meeting, Closed Sess i on and the regular meeting of July 7, 1983.
