Home My WebLink Aboutrda min 1983/01/27 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Thursday, January 27, 1983 Council Conference Room 4:00 p.m. City Hall ROLL CALL MEMBERS PRESENT Chairman Cox; Members Malcolm, Moore, McCandliss (arrived 4:30), Scott STAFF PRESENT Execut i ve Di rector Goss, Ass i stant City Manager Asmus, Commun i ty Development Di rector Desrochers, Redeve 1 opment Coord i nator leg 1 er, Deve 1 opment Speci a 1 i st Kassman ALSO PRESENT Phil Creaser, Dick Brown ITEM NO.1 - REPORT OF PORT COMMISSIONER Mr. Phi 1 Creaser, Port Commi ss i oner on the San Diego Unified Port District, reported on several items of Agency concern including: Bayside Park is comp 1 eted and open to the pub 1 i c; Income Property Group RV park is in fi na 1 stages of completion and should be ready to open; construction has begun on the mari na; boat launching ramp; and clean-up by Unified Port District will begin in April on the debri sand dere 1 i ct vessels at the foot of "F" Street and "D" Street Fill. Mr. Creaser noted that for marina tenants who might have difficulty in navigating the channel in the marina, Income Property Group has suggested a series of buoys and the Port District is reviewing the situation. With regard to the sunken/derelict vessels, Member Moore suggested that the Port Di s tri ct contact the Navy concern i ng us i ng Navy di vers to raise these vessels as part of their training program. Mr. Creaser briefly commented on the proposed convention center in San Diego. Two sites are under consideration: Lane Field and Navy Field. The Port District's unofficial position is that Navy Field is a very good site for the convention center if it is large enough. (Member McCandliss arrived at this time.) MOTION TO ACCEPT REPORT MSUC (Scott/Cox) to accept the report. In response to Member McCandl i ss I quest i on, Port Commi ss i oner Creaser stated that the beach wi 11 be maintained according to an agreement between the Port Di stri ct and the City. Chairman Cox suggested that Item #4 be discussed at this time. Adjourned Regular Redevelopment Agency Meeting -2- January 27, 1983 ITEM NO.4 - REPORT: REQUEST OF BUSINESS & INDUSTRY DEVELOPMENT COMMITTEE Community Development Director Desrochers stated that the Business & Industry Development Committee requested that the Agency reconsider the purchase of 5,000 reprints of the "San Diego Home and Garden" insert on Chula Vista. The inserts will be used for promotion and fund raising. Mr. Di ck Brown, Chairman of the Business & Industry Deve 1 opment Steering Committee, commented that in an effort to promote the City of Chula Vista, the Committee voted unanimously to purchase an additional 5,000 copies of the "San Diego Home and Garden" supplement at a cost of $1,375. In response to Member Scott's question, Community Development Di rector Desrochers stated that the public relations consultants were offered an advertising commission from the magazine but they declined due to their agreement with the Ci ty. Member Scott requested further clarification be provided to the Agency regarding this issue. Discussion followed on the format of the advertising supplement. Member Scott expressed concern that the article was an advertising supplement with an article about Chula Vista rather than an article on Chula Vista containing advertisements. MOTION TO AUTHORIZE EXPENDITURE MS (McCandliss/Malcolm) to authorize the expenditure of $687 to purchase the supplemental "Home & Garden Magazine" insert. Member McCandliss i ndi cated that the intent of her motion was that the Business & Industry Development Steering Committee would provide funds for the balance of the purchase of the supplements. Mr. Brown explained that there may be a technical problem with the motion. The Corrrni ttee prefers to conduct bus i ness in an informal manner (they had previous 1 y voted not to adopt byl aws). Any funds collected by the Commi ttee wou 1 d be donated to the Ci ty, whi ch in turn wou 1 d make appropri at ions out of special funds. Member McCandliss reiterated that the Agency should retain the 60/40 formula originally proposed for disbursement of Committee funds. SUBSTITUTE MOTION OFFERED MSC (Moore/McCandliss) to allocate $1,375 for the purchase of 5,000 reprints of the "Home & Garden Magazi ne" adverti sing supplement with 50 percent from each public and private fund account, and provide a follow-up report as to the distribution of the reprints. The motion passed by the following vote, to-wit: AYES: Members Malcolm, Moore, McCandliss NOES: Member Scott ABSTAIN: Chairman Cox Adjourned Regular Redevelopment Agency Meeting -3- January 27, 1983 Mr. Brown clarified that since the body that he represents is a committee rather than a commission, they will not make any appropriations but will make recommendations to the Agency. ITEM NO.2 - REPORT: COMPARISON OF SEAPORT VILLAGE AND MARINA VILLAGE SPECIALTY RETAIL CENTERS Staff was requested by the Agency on December 16 to prepare a report on the Seaport Vi 11 age and Mari na Vi 11 age. The report di scusses the major differences between the two centers looking to their relative successes. MOTION TO ACCEPT REPORT MSUC (Scott/Malcolm) to accept the report. ITEM NO.3 - RESOLUTION NO. 407 - ENTERING INTO AN AGREEMENT WITH SWEETWATER AUTHORITY FOR THE RELOCATION OF WATER FACILITIES WITHIN THE TOWN CENTRE FOCUS AREA AND APPROPRIATING FUNDS An inter i m agreement indemnifying the Sweetwater Authori ty against loss of service within the Town Centre Focus Area during commencement of work on water facilities was entered into by the Agency on December 21, 1982. The agreement was provided to avoid delaying on-site construction. A final agreement which covers the water relocation project in total has been completed. RESOLUTION OFFERED BY MEMBER SCOTT, the readi ng of the text was waived by unanimous consent, passed and adopted unanimously. UNAN IMOUS CONSENT RESOLUTION NO. 408 - APPROPRIATING FUNDS FOR PROPERTY ACQUISITION FOR CHULA VISTA BEAUTY COLLEGE, 326 CENTER STREET An appropriation of funds in the amount of $8,825.81 is necessary to pay the lien holder of property at the Chula Vista Beauty College. RESOLUTION OFFERED BY MEMBER SCOTT, the readi ng of the text was wai ved by unanimous consent, passed and adopted unanimously. MEMBERS' COMMENTS Member Moore stated that staff should make a conscious effort to distribute the "Home & Garden Magazine" advertising supplements wisely. Chairman Cox announced that this afternoon, the City was presented with a Certificate of National Merit from the Department of Housing & Urban Adjourned Regular Redevelopment Agency Meeting -4- January 27, 1983 Deve 1 opment (s i gned by Pres i dent Reagan) for the Hyspan project in the Otay industrial area.
