MINUTES OF AN ADJOURNED REGULAR MEETING OF THE REDEVELOPMENT AGENCY
OF THE CITY OF CHULA VISTA, CALIFORNIA

ITEM NO.1 RESOLUTION - AUTHORIZING CHAIRMAN TO EXECUTE CONTRACT WITH
SEDWAY/COOKE AND APPROPRIATING FUNDS THEREFOR
As a result of action taken by the Redevelopment Agency at their September 30
Work shop, a work schedul e has been prepared by the planning consultants,
Sedway /Cooke, for preparation of the new Bayfront Local Coastal Plan.
Community Development Director Desrochers requested, however, that the Agency
not take action on the contract presented in their agenda packet this
afternoon, pending further review by Special Agency Counsel. The Di rector
noted a correction to the agreement under Item No.2, Study Areas, the words
"prior plan" should be replaced by "Exhibit A."
Discussion followed relative to the Agency's jurisdiction over area within
the Bayfront Redevelopment Pl an boundaries, notably, the potential new
trolley stati on at "E" and "H" Streets. Mr. Desrochers sta ted that the
Sedway/Cooke Work Program will study preliminary compatible land uses, taking
into consideration the trolley station.
Member Malcolm commented that a clause for failure to perform and prevailing
party stipulations should be addressed by Special Counsel.
Community Development Director Desrochers distributed copies of revisions and
additions to the Agreement and Work Program including, page 4 of the
agreement, under Item 12(b) Payment Schedule, and an addition to the Work
Program under Section 7.3 rel ative to the appropri ate rel ationship between
the "E" Street Trolley Station area and the Bayfront area land use and
circul ation. Al so, Figure 1 "Ch ul a Vi sta Local Coastal Program: ~ork
Schedule" was distributed to Agency members to be included in the Work
Program.

It was noted that the Agency must submit the Work Program to the Coastal
Commission prior to appropriation of funds ($30,000) for replanning of Chula
Vista's Local Coastal Plan.
At this time, Mr. Desrochers introduced Mr. Paul Sedway and Mr. Thomas Cooke
of the Sedway/Cooke planning consultant firm.
Mr. Sedway discussed Chula Vista's need to rekindle the planning process as
soon as possible and his fi rm' s systematic approach to the problem by.
updating information made available in the past ten years since the inception
of the Bayfront Redevelopment Plan. He suggested that the Work Program be
pre sented in a series of alternatives within the next three months. By
presenting alternatives in this way, the issues can be highlighted giving an
opportuni ty for better reacti on to the pl ans. The most important aspect of
the program is its implementation, and the LCP cannot be certifi ed until
Phase III of the program is implemented.
Mr. Cooke discussed the opportunity for flexibility of the City's new plan.
I n response to Member Scott's comments, the Consultants i ndi cated that they
would take a "fresh look" and they will start from scratch in the preparation
of thi s plan. The three options proposed will each add a di sti net
characteristic allowing for a real choice by the Redevelopment Agency.
Member Moore questioned the restri ctiveness of the Consultant's plan in
relation to the Coastal Commission's previous action. Mr. Cooke stated that
they do not feel they will be handcuffed as a resul t of former Coastal
Commi ssion rul i ngs.
Further discussion addressed geological interpretations of the plan, the need
to inform Coastal Commission's staff of any action taken as quickly as
possible and the cooperation of the landowner.
Community Development Director Desrochers suggested that as advised by Alana
Knaster from the Institute for Environmental Mediation, a meeting should be
held with Coastal Commission staff and principal parties to discuss initial
stages for replanning of the Local Coastal Plan. Mr. Sedway acknowledged the
cooperati on by thi s body by addressi ng scientific questions and soliciting
them to the scientific community.
Chairman Cox, referri ng to a conversati on wi th Messrs. Ryan and W,ornum,
di scussed an alternative approach regardi ng a specific redevelopment plan.
That is, the controversial issues such as the "D" Street fill and Gunpowder
Point should be addressed prior to developing another plan.
Member Malcolm briefly commented on a financial commitment by the landowner
as a participant in the Local Coastal Plan. He clarified that the Agency
could advance fees but that the cooperati on of the landowner shoul d be
solicited. Member Scott commented on setti ng up an assessment district.
Special Counsel Reed stated that he would check into this and report back at
the next Agency meeting.

MOTION TO PROCEED WITH ENVIRONMENTAL MEDIATION DISCUSSIONS
MSUC (Scott/Cox) to allow staff to proceed with environmental mediation
di scussions with the Insti tute for Envi ronmental Medi ati on.
Community Development Director Desrochers stated that the services of the
Institute would be utilized internally.
MEMBERS' COMMENTS
Chairman Cox commented on the potential for creati ng a new redevelopment
district in the Otay River Valley area specifically as it relates to industry.
MOTION TO LOOK INTO FORMING A REDEVELOPMENT AREA
MSUC (Scott/Cox) to direct staff to look into forming a redevelopment area on
Otay Valley Road (in the Otay industrial area east of 1-805).
ADJOURNMENT at 4:58 p.m. to the regular meeting of November 4, 1982, at 7:00
p.m.
