MINUTES OF A WORKSHOP SESSION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF CHULA VISTA, CALIFORNIA

ITEM NO.1 - WORKSHOP: BAYFRONT LOCAL COASTAL PLAN
On September 2, 1982, the Agency recoßl11ended that this item be addressed in a
workshop format. The Agency's input and policy direction is necessary in
order to formulate a Local Coastal Plan that assures the City of an
acceptable program from both our own and the State's viewpoint.
Utilizing a graphics presentation, Community Development Director Desrochers
explained the major LCP issues the Agency should concern itself with. It is
staff's recommendation that the Bayfront Plan, since it must conform to the
General P1 an and other State requirements, be the responsibil ity of the
Redevelopment Agency if any changes are to be made. The Di rector di scussed
the responsibility of the Agency to the citizens of Chula Vi sta, the
1 andowners, the Port District, the City, and the Coastal Coßl11i ssi on.
Therefore, the Redevelopment Agency shou1 d perform the lead role of
impl ementi ng the Local Coastal Pl an. However, this ideal does not mean that
the Agency shoul d i ncur total costs. Mr. Desrochers noted that due to
changi ng times, we should begin planning a new Local Coastal Plan with a
clean slate and the Visitor-Commercial use should still be the main thrust of
what wi 11 occur on the Bayfront. He al so discussed the biological studies
currently being explored by the scientific community, and the suggestions of
the Planning Department relative to the trolley line.
The Di rector propo sed that the firm of Sedway/Cooke be se1 ected as the
planners of the Local Coastal Plan due to their good rapport with the Coastal
Commission, the developer, and the City, and because of their outstanding
record of achievement.

I n answer to the Agency's questi on concerni ng the Coastal Commi ssi on's offer
of $30,000 towards the r~lanning of the Bayfront, Mr. Desrochers indicated
that these monies are fe eral funds allocated by the state to the Coastal
Commi ssi on.
Di scussion foll owed regardi ng the 1 ead rol e in the pl anni ng of the Local
Coastal Plan. Member McCandl i ss suggested that she sees it as a 55/45
partnership with the City as the lead agency in setting the design.
MOTION TO AUTHORIZE SEDWAY/COOKE AS THE DEVELOPERS FOR THE BAYFRONT LCP
MSUC (Scott/McCandl i ss) that the Redevelopment Agency be designated as the
lead agency in the revision of the Local Coastal Plan and authorize that the
firm of Sedway/Cooke be selected as the consultant planner.
Mr. Charles LeMenager, representi ng Santa Fe/Watt Industries (landowner)
assured the Agency of their full cooperati on towards replanning of the
Bayfront. He commended staff for their professionalism regarding this issue
and wholeheartedly supported the selection of the Sedway/Cooke firm as a
result of their previous work with City staff on the original Bayfront
Redevelopment Plan.
MEMBERS' COMMENTS
Member Malcolm indicated that he looks forward to working with Mr. LeMenager
and Santa Fe/Watt Industries in preparation of a new Local Coastal Plan for
the Bayfront.
Chairman Cox acknowledged the presence of former Mayor Will Hyde and former
Councilman James Hobel.
STAFF COMMENTS
Community Development Director Desrochers announced that all Parkwoods units
and Town Centre Townhomes have been sold. One-third of the mortgage revenue
bond issues will be refunded through a lottery system.
Chairman Cox announced that a Closed Session to discuss personnel matters
would be held following this meeting.
