ITEM NO.1 - REPORT: ESTABLISHMENT OF AN ECONOMIC DEVELOPMENT PROGRAM
Community Development Director Desrochers explained the proposal (January
1982) for the estab 1 i shment of a separate office for economi c development.
The original budget was estimated at $165,000.00 for the fi rst year with
approximately $1 million for a five-year period. Mr. Desrochers added that
due to the economic conditions, the fi rm of Nuffer/Smith has developed a
scaled-down economic development effort utilizing City staff for a total
budget of $20,000.00 for the first year operation. Mr. Oesrochers said he
would agree with this proposal which would sustain an adeQuate economic
development effort until such time as the economy starts moving again.
Agency discussion followed regarding what can be expected for $20,000.00; the
percentage of funds contri buted by the pri vate sector and the City.
Gary Butterfield, Chai rman of the Economi c Development Subcommittee of the
Chamber of Commerce, and Niek Slijk, Executive Director of the Chamber of
Commerce spoke in support of the proposal.
In answer to Member Malcolm's Query, Community Development Director
Desrochers said that from this action he was not proposing to hire the firm
of Nuffer Smith; no outside contracts are associated with this item.

ITEM NO.2 - REPORT: BAYFRONT STUDIES
Communi ty Deve lopment Di rector Desrochers referred to the biological study
proposed by the fi rm of Jones & Stokes, Envi ronmenta 1 Consultants, stating
that this study is needed prior to the preparation of the City's Local
Coastal Plan. The cost wi 11 be shared by Santa Fe Industries and Watt
Industries. The study wi 11 provide a basis for a new or revised Local
Coastal Plan.

Agency discussion ensued regarding the necessity of a biological study; the
marsh area and the least tern; focusing in on the deficiencies in the
existing plan; the plan will guide the Agency in the type of plan that will
be presented to the Coastal Commission.
MSUC (Cox/Moore) approval of staff report.
Further discussion involved the various aspects of the existing plan and the
need to schedule a meeting to review the total plan and the relationship with
the major landowner.
MSUC (Cox/McCandliss) to di rect staff to set up a Counc il Conference at a
time when the entire Council will be there - with Santa Fe-Watt - to discuss
responsibilities involved in the preparation of a new or revised plan.
