ITEM NO.1 - RESOLUTION NO. 356 - AUTHORIZING THE ISSUANCE OF A CERTIFICATE OF
COMPLETION TO CENTRE CITY ASSOCIATES, LTD. FOR
PARCELS 1 AND 2 OF THE TOWN CENTRE FOCUS AREA
MASTER PLAN, EXCLUDING PARCEL 3
Pursuant to Section 40 of the Disposition and Development Agreement between the
Redevelopment Agency and Centre City Associates, Ltd., a Certificate of Completion
must be issued upon completion by the Developer of all matters relating to the pro-
~ ject.
Community Development Director Desrochers stated that the project, in accordance
with the Disposition and Development Agreement, is completed as far as the staff
and City departments are concerned.
RESOLUTION OFFERED BY MEMBER McCANDLISS, the reading of the text was waived by
unanimous consent, passed and adopted unanimously.
"~,I ITEM NO.2 - RESOLUTION NO 357 - APPROVING THE TRANSFER OF PROPERTY BY GRANT DEED
FOR PARCEL 3 OF THE TOWN CENTRE FOCUS AREA
The sale of Parcel #3 is proposed by the Developer, Centre City Associates, Ltd.,
to SWI Associates. Provided in the Disposition and Development Agreement is a
mechanism whereby the Agency must approve such sale of an Agency-owned, undeveloped
parcel.
Community Development Director Desrochers stated that representatives of the firm
of SWI Associates are present this evening, along with Paul Ekholm of Miller &
Schroeder of Minneapolis, his Counsel, John Larso~and Richard Zogob of Centre City
Associates. SWI has pledged to work very closely in the transition from Mr. Zogob
(Centre City Associates) and hopes that Centre City Associates can participate in
the third parcel.

ITEM NO.1 - PUBLIC HEARING - DETERMINING AND DECLARING THE PUBLIC NECESSITY
OF THE ACQUISITIDN OF PROPERTY OWNED BY WILLENE WHITEMAN
At the March 4 meeting, Agency members were informed of the status of
negotiations among Mrs. Whiteman, Mr. Gurnee, and the Agency. Because Mrs.
Whi ternan has been out of the country and has not been abl e to revi ew the
amended Owner Participation Agreement, the action to condemn the property is
at the point where advertising for a public hearing has been made and
notification of such has been given.
Community Development Director Desrochers reported that the owner, Mrs.
Whiteman, has been notified of today's public hearing, and the hearing has
been advertised in the Chula Vista Star-News.
This being the time and place as advertised, the public hearing was declared
open.
Mr. Desrochers noted that Mrs. Whiteman has returned from her trip to the Far
East and had indicated that she would be at this afternoon's meeting; however,
she is not in attendance yet.
