ITEM NO. 1 - RESOLUTION NO. 350 - TRANSFERRING FUNDS FROM THIRD AVENUE STREET
IMPROVEMENTS TO COMMERCIAL REHABILITATION
Transfer of a portion of Block Grant funds from the Conunercial Rehabilitation
Program to the Third Avenue Street Improvements project is proposed. An equal
amount of Redevelopment Agency funds from the Third Avenue project is proposed
to be transferred to the Conunercial Rehabilitation Program. In this way, the
Commercial Rehabilitation Program would be facilitated by the use of local
rather than federal funds.
RESOLtJI'ION OFFERED by Chairman Cox, the reading of the text was waived by
unanimous consent, passed, and adopted unanimously.
ITEM NO. 2 - REPORr: SUBMISSION OF PUBLIC RELATIONS REPORr AND STRATEGY PLAN
At their January 6th meeting, the Public Relations Task Force was presented
with the results of the Internal Leadership and Residence Surveys conducted by
The carey Company in cooperation with Nuffer/smith Associates. As a result of
these surveys, a program promoting economic development was also presented.
The Task Force will meet on February 3 to review the report and formulate
reconunendations for public action.
At this time, Chairman Cox introduced Mr. David Nuffer, President of
Nuffer/smith, Mr. Kerry Tucker, Vice-President of Nuffer/smith, Ms. Marie
Carey of The carey Company.

In addition, the Chairman introduced members of the Economic Task Force and
the Planning Task Force. These two conunittees were instrumental in the
formulation of the proposed strategy plan.
Conununity Development Director Desrochers commented that today's presentation
by The carey Company is a preliminary report on the economic development
proposed for the City. Nuffer/smith's public relations plan will be presented
after the Agency has had time to consider the economic development plan. Mr.
Desrochers reiterated that no formal action is required from the Agency this
afternoon.

Mr. Nuffer reported that it has been a very rewarding and unique experience to
work with Chula vista. He felt that the research that has been performed
would lead to a whole new era for Chula vista. He hoped that the public
Relations Plan would lead to an economic plan.

Ms. Carey briefly went over the background of the formation of the Economic
Task Force and her role as the subcontractor with Nuffer/smith.
using an opague projector, Ms. carey announced the results of the surveys
which lead to the suggested one million dollar economic plan for the City of
Chula vista. This plan would be implemented over a five-year period.
Member Campbell asked why reference was not made to the importance of high
levels of educational institutions as a result of the survey. In response,
Ms. carey stated that although this item was mentioned, it was not considered
an important criterion suggested by site selectors.
Member campbell praised The carey Company presentation and the excellent
coverage. Chairman Cox commented on the heavy emphasis placed on the use of
volunteers. He requested that more detailed information on the function of
the volunteers should be addressed as to where they would be most helpful.
In answer to Member Mccandliss I question, Ms. carey stated that volunteers
would be most functional in phase IV of the proposed plan, "red carpet
treatment."

Discussion ensued relative to the City of Chula Vista's lack of a national
headquarters operation and the City's apparent lack of aggressive leadership.
It was also pointed out that the results of the surveys are perceptions - they
are not facts.
Member Scott remarked that the report must have some validity, as he noted
that the original economic task force came up with the same conclusions.
Chairman Cox noted that Chula vista would need to fund upwards of 40% of the
Public Relations Program, while the other 60% would come from private sources.
MOTION TO IMPLEMENT ECONOMIC DEVELOPMENT/PUBLIC RELATIONS STRATEGY PLANS
MSUC (Scott/Campbell) to form an ad hoc task force and implement Economic
Development/public Relations Strategy plans for the City.
Member McCandliss conunented that the representation on the ad hoc conunittee
should be very carefully made. She suggested possibly that people who are
highly placed in the business area, who have contacts to locations outside the
area, and members of the public sector who are enthusiastic as well as
powerful, should be considered for the Task Force.
Member Gillow pointed out that the prime task of the newly formed Task Force
would be to raise money and support for their function.
It was noted that with the action taken this afternoon, the former conunittees,
Economic Development Task Force and Public Relations Task Force, would be
dissolved.
Member Campbell stated that we should immediately spell out the charge of the
task force by defining its charter and objectives.
Chairman Cox requested that staff come up with a date for the purpose of
holding a work session with the City Council for the exchanging of ideas. In
this regard, Ms. carey indicated that she would look into providing an outline
for this purpose.
Member Scott also requested that the public relations consultant address the
responsibili ty of issuing regular press releases from the Mayor's Office.
Mr. Nuffer indicated that he would check into his contract with the City to
see if this suggestion can be acconunodated.
Mr. Nuffer, noting that the Conununity Development Department staff is
currently reviewing the Public Relations Plan to be presented to the Agency in
the next few weeks, briefly discussed the task undertaken by his consulting
firm.

MEMBERS' COMMENTS
Member McCandliss sununarized her understanding of the resident survey. She
noted that Chula Vista leaders should conununicate more with residents and that
this topic should be brought up at budget time to see if there is some type of
formal or informal way to accomplish this.
