MINUTES CF AN ÞDJOURNED REGULAR MEETING OF THE
REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA
Tuesday - 9:30 p.m. April 22, 1980
An adjourned regular meeting of the Redevelopment Agency of the City of Chula Vista
was held on the above date beginning at 9:30 p.m. following the City Council meeting
in the Council Chambers, 276 Fourth Avenue, Chula Vista, California with the following:
MEMBERS PRESENT Chairman Hyde; Members Gillow, Cox, McCandliss, Scott
Members Absent None
STAFF PRESENT Executive Director Cole, Special Counsel Reed, Com-
munity Development Director Desrochers
ITEM NO.1 - ORAL REPORT ON RECENT REDEVELOPMENT ACTIVITIES
Mr. Desrochers explained that when the tax allocation bonds were sold last October,
20% of the funds were for low and moderate-income housing. He said staff is re-
cuesting the Agency to transfer $150,000 of this $1,250,000 fund to a City fund
to be established by Finance) in order to purchase 1~ acres of surplus property to
be offered for sale by Southwestern College. It is proposed to develop 26 units of
low and moderate-income housing in conjunction with a Pacific Scenes subdivision.
Staff has been working with Pacific Scenes for a possible program for them to con-
tribute an equal amount with the City to secure 26 units for this purpose (12 to 15
units can be developed on the 1~ acres) and if a feasible plan cannot be developed,
Pacific Scenes has agreed to reimburse the City for its entire expense.
Members of the Agency and staff discussed various aspects of this proposal, including
safeguards through deed restrictions, etc., and Mr. Desrochers said no funds will be
used until a program has been developed and approved by the City Council.
MOTION TO TRANSFER FUrmS
It was moved by Member McCandliss, seconded by Chairman Hyde and unanimously carried
that $150,000 be transferred from the Redevelopment Agency to a City fund to be held
for this purpose.
Mr. Desrochers stated there will be an item on the Agency agenda on May 1st requesting
additional funds regarding the benches on Third Avenue as more work is needed than
was anticipated.
Members of the Agency and staff discussed a letter received from Zogob Development
Company concerning additional parking for approximately 600 cars to accommodate a
possible theatre to be included in the Chula Vista town site area. It was the con-
sensus that the letter was not clear as to the desires of the developer.
MOTION TO CCJ.1MUNICATE WITH DEVELOPER
It was moved by Chairman Hyde, seconded by Member Scott and unanimously carried
that the Agency communicate with Mr. Zogob and ask his intent and desire in this
matter.

Special Counsel Reed reported on a hearing held by the Central Coastal Regional Com-
mission on the Local Coastal Program of Daly City where the authority of the Commis-
sion was questioned in connection with conditions imposed on the coastal program.
Mr. Reed discussed a draft "Resolution of Legislative Intent - Coastal Act of 1976"
which has been prepared in cooperation with the Pacific Legal Foundation and various
legislators. This resolution would clarify the intent of the Legislature and remove
authority of the State and Regional Coastal Commissions to attach conditions to
their certification of local coastal programs.
Mr. Reed suggested that the Agency, through the Chairman, explore the possibility of
sponsorship of this type of resolution with Senator Mills and Assemblyman Deddeh.
MOTION TO APPROVE SPECIAL COUNSEL SUGGESTION
It was moved by Member Scott, seconded by Member McCandliss and unanimously carried
that Special Counsel Reed's suggestion be approved.
MOTION TO SEND SPECIAL COUNSEL TO SACRAMENTO TO OPPOSE AB 3080
It was moved by Member Cox, seconded by Chairman Hyde and unanimously carried that
the Special Counsel of the Agency be authorized to go to Sacramento to oppose AB 3080.
ADJOURNMENT
The meeting was adjourned at 10:07 p.m. to the regular meeting on May 1, 1980.
