RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AGREEMENTS WITH SBCS
CORPORATION AND SAN DIEGO ASSOCIATION OF
GOVERNMENTS FOR THE PROPOSITION 64 PUBLIC
HEALTH & SAFETY GRANT PROGRAM
WHEREAS, the City of Chula Vista desires to participate in the Proposition 64 Public
Health and Safety Grant Program funded through the California State and Local Government Law
Enforcement Account and administered by the Board of State and Community Corrections
(“BSCC”); and
WHEREAS, on June 26, 2026, the City Manager’s Office received notice from the BSCC
of a $3,207,603 award of the Proposition 64 Public Health and Safety Cohort 4 grant to address
local impacts due to the legalization of adult-use recreational cannabis in California; and
WHEREAS, funds from the Proposition 64 Public Health and Safety Cohort 4 Grant build
upon the City's experience and accomplishments under Cohorts 2 and 3 projects and strengthen
cannabis regulatory compliance, enhance enforcement efforts, reduce youth access to cannabis,
and expand prevention, intervention, and education services; and
WHEREAS, SBCS Corporation will utilize evidence-based practices to provide education,
prevention, and intervention services, and San Diego Association of Governments (“SANDAG”)
will provide monitoring and quality control services to assess the achievement of the proposed
goals of the program; and
WHEREAS, the Proposition 64 Public Health and Safety Cohort 4 Grant covers a five-
year project activity period from July 1, 2026, through June 30, 2031, along with a six-month
period of July 1, 2031, to December 31, 2031, to complete a Final Local Evaluation Report and
any required program-specific compliance or financial audits.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it approves Agreement to provide Diversion, Prevention and Intervention Services for the
Proposition 64 Public Health and Safety Cohort 4 Grant Program between the City and SBCS
Corporation, in the form presented, with such minor modifications as may be required or approved
by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and
authorizes and directs the City Manager to execute same.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it
approves Agreement to provide Program Evaluation Services for the Proposition 64 Public Health
and Safety Cohort 4 Grant Program between the City and San Diego Association of Governments,
in the form presented, with such minor modifications as may be required or approved by the City
Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and au thorizes and
directs the City Manager to execute same.
