RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AGREEMENTS WITH SBCS
AND THE SAN DIEGO ASSOCIATION OF GOVERNMENTS
FOR THE PROPOSITION 64 PUBLIC HEALTH AND SAFETY
GRANT PROGRAM
WHEREAS, the Chula Vista Fire Department desires to participate in the Proposition 64
Public Health and Safety Grant Program administered by the Board of State and Community
Corrections (“BSCC”); and
WHEREAS, on June 26, 2026, the Fire Department received notice from BSCC of a grant
award in the amount of $4,424,765.00 for the Proposition 64 Public Health and Safety Grant
Program Cohort 4, to address local impacts due to the legalization of adult-use recreational
cannabis in California; and
WHEREAS, funds from the Proposition 64 Public Health and Safety Grant Program will
allow the Fire Department to implement an EMT Training Program , supporting Project Purpose
Area 3 (Youth Development and Prevention) of the grant program, focusing on the prevention of
substance abuse and the economic exploitation of vulnerable youth through a trauma-informed
vocational framework; and
WHEREAS, SBCS (formerly South Bay Community Services) will utilize its expertise to
provide the essential wraparound services for the project, including but not limited to recruitment,
intensive case management, and behavioral health support, and the San Diego Association of
Governments (“SANDAG”) will provide independent evaluation of the program and development
of the Local Evaluation Report as required by the grant guidelines; and
WHEREAS, Proposition 64 Public Health and Safety Grant covers a 5-year project period
of July 1, 2026, to June 30, 2031, along with a 6-month period of July 1, 2031, to December 31,
2031, to complete a Final Local Evaluation Report.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it authorizes the City Manager to enter into an agreement on behalf of the City with SBCS to
provide wraparound services for the Proposition 64 Public Health and Safety Grant Program, under
the terms and conditions and scope of work defined in the grant award and application, with minor
modifications as may be required or approved by the City Attorney, a copy of which shall be kept
on file in the Office of the City Clerk and authorizes and directs the City Manager to execute the
same.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it
authorizes the City Manager to enter into an agreement on behalf of the City with the San Diego
Association of Governments to provide independent program evaluation and complete the Local
Evaluation Report as outlined in the Proposition 64 Public Health and Safety Program grant
agreement and application, with minor modifications as may be required or approved by the City
Attorney, a copy of which shall be kept on file in the Office of the City Clerk and authorizes and
directs the City Manager to execute the same.
