RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING A GRANT AWARD FROM THE
BOARD OF STATE AND COMMUNITY CORRECTIONS IN
THE AMOUNT OF $4,424,765 TO SUPPORT THE FIRE
DEPARTMENT EMERGENCY MEDICAL TECHNICIAN
(EMT) TRAINING PROGRAM; AMENDING THE FISCAL
YEAR 2026-27 BUDGET TO APPROPRIATE FUNDS
THEREFOR; AND AMENDING THE AUTHORIZED POSITION
COUNT IN THE FIRE DEPARTMENT
WHEREAS, the Fire Department is committed to protecting life, property, and the
environment through the delivery of high-quality emergency medical services and the
development of a highly trained emergency medical workforce; and
WHEREAS, the Board of State and Community Corrections (BSCC) has awarded the City
of Chula Vista a grant in the amount of Four Million Four Hundred Twenty-Four Thousand Seven
Hundred Sixty-Five Dollars ($4,424,765) to expand and sustain Emergency Medical Technician
(EMT) education and workforce development; and
WHEREAS, the grant funding will provide financial support to conduct two (2) Emergency
Medical Technician (EMT) training academies annually for a period of five (5) years, increasing
the number of qualified EMTs entering California's emergency medical services workfor ce; and
WHEREAS, the grant agreement term extends from July 1, 2026, through December 31,
2031, unless otherwise amended in accordance with the grant agreement; and
WHEREAS, the grant funding will support instructional personnel, training materials,
equipment, student resources, administrative costs, and other eligible expenses necessary to
successfully deliver the EMT training program; and
WHEREAS, in order to effectively administer and sustain the program, the Fire
Department has determined that one (1) limited-term Paramedic (Non-Safety) - C position is
necessary to oversee program administration, curriculum development, regulatory compliance,
student coordination, instructional delivery, and grant reporting requirements through the term of
the grant agreement and will be eliminated at the conclusion of the grant period; and
WHEREAS, acceptance of this grant will significantly enhance workforce development
efforts, improve access to EMT education throughout the region, strengthen the emergency
medical services system, and provide long-term public safety benefits to the City of Chula Vista
and surrounding communities; and
WHEREAS, the grant funds will fully support the costs associated with the EMT training
program and the newly created Paramedic C position for the duration of the grant.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it hereby accepts the grant award from the Board of State and Community Corrections in the
amount of $4,424,765 and amends the fiscal year 2026-27 budget by appropriating $209,600 to
the Personnel category, $849,981 to the Supplies and Services category and $80,000 to the Capital
category in the Fire Grants Section of the State Grants Fund.
BE IT FURTHER RESOLVED, that the City Council of the City of Chula Vista hereby
amends the Fire Department’s authorized position count to add 1.0 FTE Paramedic (Non -Safety)
- C position, funded through the grant, to administer, coordinate, and instruct the Emergency
Medical Technician training program. Said position is limited-term and will be eliminated at the
conclusion of the grant period.
BE IT FURTHER RESOLVED, that the City Manager and Fire Chief are authorized to
enter into and execute a grant agreement with the Board of State and Community Corrections, and
any amendments, extensions, or renewals of the agreement, and any and all documents necessary
and appropriate to implement this resolution.
