RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING AGREEMENTS WITH
PSYCHOLOGICAL CONSULTING ASSOCIATES, INC. AND
THE COUNSELING TEAM INTERNATIONAL TO PROVIDE
PUBLIC SAFETY PSYCHOLOGICAL EVALUATIONS
WHEREAS, on March 20, 2026, the City issued a Request for Proposal (RFP P32-2026),
seeking qualified, licensed psychological services providers to conduct post‑offer,
pre‑employment psychological evaluations for candidates applying to public safety and social
service positions within the Police and Fire Departments; and
WHEREAS, the City received five (5) responses to solicitation RFP P32-2026 (the
“Proposals”); and
WHEREAS, the selection committee evaluated the Proposals and recommends executing
agreements with Psychological Consulting Associates, Inc. and The Counseling Team
International (the “Agreements”) to provide public safety psychological evaluations; and
WHEREAS, the Agreements cover an initial 22-month term from September 1, 2026, to
June 30, 2028; and
WHEREAS, the Agreements allow four (4) additional one-year extensions upon mutual
agreement of both parties; and
WHEREAS, the total compensation payable to each contractor shall not exceed $254,358
over the potential full term of the Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it approves the Agreements with Psychological Consulting Associates, Inc. and The
Counseling Team International, in the form presented, with such minor modifications as may be
required or approved by the City Attorney, a copy of which shall be kept on file in the Office of
the City Clerk, and authorizes and directs the City Manager to execute same.
