1. CALL TO ORDER
The meeting was called to order at 5:00 p.m.
Mayor McCann announced, pursuant to the California Brown Act, (Government Code
Section 54952.3), that he and all City Councilmembers would receive $50 for their
attendance at that Housing Authority meeting, held simultaneously with the City Council
meeting.
Councilmember Chavez joined the meeting at 5:01 p.m.

Mark Liuag, representing Chula Vista Golf Club, spoke regarding the drainage at the golf
course.
Art Arvizu spoke in support of the City purchasing the Vogue Theatre. He also expressed
appreciation for the City’s new CityCast podcast and spoke regarding various other
topics.
The meeting was recessed at 5:52 p.m. and reconvened at 6:00 p.m.
Peggy Walker spoke regarding toxic tobacco waste.
Becky Rapp requested the City Council formally oppose AB 2697 related to drive -
through cannabis retailers.
Madison Rapp spoke regarding youth vaping.
The meeting was recessed at 6:50 p.m. and reconvened at 7:05 p.m.
7. PUBLIC HEARINGS
7.1 Community Facilities District Annexation: Continued Public Hearing and
Election Regarding Annexation of Eastlake Self Storage into Community
Facilities District No. 97-2
Item 7.1 was noticed as time-certain for 6:00 p.m. The item was taken out of order
at 6:00 p.m.
Notice of the hearing was given in accordance with legal requirements, and the
hearing was held on the date and no earlier than the time specified in the notice.
Deputy City Manager/Director of Development Services Sapa’u, Deputy Director
Bridgeford, and Lutfi Karuf, representing Best, Best and Krieger, gave a
presentation on the item.
Mayor McCann reopened the public hearing.
