RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SUPPORTING ASSEMBLY BILL 1267
(PELLERIN) ESTABLISHING 18 YEARS OF AGE AS THE
MINIMUM AGE FOR MARRIAGE AND DOMESTIC
PARTNERSHIP IN CALIFORNIA
WHEREAS, marriage is a significant legal and personal commitment that carries lifelong
legal, financial, social, and personal consequences; and
WHEREAS, under current California law, individuals under 18 years of age may marry
under certain circumstances, including with judicial authorization and parental or guardian
consent; and
WHEREAS, minors may face unique challenges in understanding and freely consenting to
the long-term legal and personal consequences of marriage, particularly when there are significant
differences in age, power, or economic dependence between the minor and an adult spouse; and
WHEREAS, child marriage can have lasting consequences for a young person's education,
economic independence, health, safety, and future opportunities, and can increase vulnerability to
domestic violence, sexual exploitation, and other forms of abuse and coercion; and
WHEREAS, California has an opportunity to strengthen its protections for children by
ensuring that no person under the age of 18 can be legally married; and
WHEREAS, Assembly Bill 1267 (Pellerin) would prohibit marriage and domestic
partnerships for individuals under 18 years of age, thereby establishing 18 as the minimum legal
age for marriage in California; and
WHEREAS, the City Council of the City of Chula Vista supports efforts to protect children
from exploitation and coercion and recognizes every child should have the opportunity to grow,
learn, and develop in a safe environment free from the pressures and legal consequences of
marriage.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it supports Assembly Bill 1267 prohibiting marriage and domestic partnerships for individuals
under 18 years of age and urges the State Legislature to pass the measure and the Governor to sign
it into law.
