RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN AGREEMENT WITH THE CITY OF
IMPERIAL BEACH FOR UNSHELTERED HOUSING
SERVICES
WHEREAS, the Chula Vista Village at Otay has been serving unsheltered individuals with
temporary bridge sheltering since May 2023; and
WHEREAS, the City of Chula Vista’s Housing and Homeless Services Department
administers a Tenant-based Rental Assistance Program to help individuals experiencing
homelessness with a rental subsidy for up to twenty-four months; and
WHEREAS, the most recent Point-in-Time Count conducted in January 2026 counted
twenty-five (25) unsheltered individuals in the City of Imperial Beach; and
WHEREAS, due to limited housing options and resources for those needing shelter in the
South Bay, the City of Imperial Beach has worked closely with Chula Vista and desires to continue
that partnership by entering into a reimbursable agreement with Chula Vista to provide housing
services; and
WHEREAS, by entering into an agreement with the City of Imperial Beach, the City of
Chula Vista agrees to work with Imperial Beach’s Housing and Homeless Solutions staff, as
funding is available, to house unsheltered individuals that are referred to the Chula Vista Homeless
Outreach Team at the Chula Vista Village at Otay, and as appropriate with Tenant-based Rental
Assistance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it authorizes the City Manager to enter into an agreement with the City of Imperial Beach for
Unsheltered Housing Services.
