RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA (1) APPROVING THE SECOND AMENDMENT
TO THE AGREEMENT WITH GARLAND DBS, INC. FOR
ROOF REPLACEMENT, REPAIR, AND MAINTENANCE ON
CITY FACILITIES AND (2) AMENDING THE FISCAL YEAR
2026-27 CAPITAL IMPROVEMENT PROGRAM BUDGETS
FOR THE REPLACEMENT OF THE POLICE DEPARTMENT
HEADQUARTERS ROOF
WHEREAS, the City requires the replacement of the roof of the Police Department
headquarters, which has reached the end of its service life; and
WHEREAS, the City previously entered into a Cooperative Purchasing Agreement with
Garland DBS, Inc., to provide select roof replacement, roof repairs, and roof maintenance on City
facilities (the “Original Agreement”) on June 17, 2024; and
WHEREAS, the City previously amended the Original Agreement on October 30, 2024, to
increase the not-to-exceed amount from $2,000,000 to $6,000,000 and extend the expiration date
of the contract to June 30, 2029 (the “First Amendment”); and
WHEREAS, on July 7, 2026, Garland DBS, Inc. provided a quote for the replacement of
the Police Department headquarters roof of $2,224,850, which would bring the City’s total
expenditures above the $6,000,000 current not-to-exceed threshold; and
WHEREAS, Section 12.1 of the Original Agreement provides that parties are permitted to
modify the Original Agreement by means of a written amendment executed by both Parties; and
WHEREAS, City and Garland DBS, Inc. desire to amend the Original Agreement to
change the not-to-exceed maximum from $6,000,000 to $7,000,000; and
WHEREAS, Garland, DBS, Inc. has performed satisfactorily to date; and
WHEREAS, staff recommends replacement of the Police Department headquarters roof; and
WHEREAS, there are savings in the Police Department HVAC Replacement Project
(GGV0261) to partially fund the Police Department headquarters roof replacement project in the
Public Facility Repairs category within the Measure P Spending Plan; and
WHEREAS, staff recommends that $1,570,000 in the Measure P funds be transferred from
Police Department HVAC Replacement Project (GGV0261) and appropriated to the Police
Department Facility Repair Project (GGV0232) in the Police Facility Repairs category of the
Measure P Spending Plan, to fund the replacement of the Police Department headquarters roof.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it approves the Second Amendment to the agreement with Garland DBS, Inc., for roof
replacement, repair, and maintenance on City facilities and authorizes and directs the City Manager
to execute the agreement, in a form approved by the City Attorney, and directs that an executed
copy be kept on file with the Office of the City Clerk.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista that it
amends the Fiscal Year 2026-27 Capital Improvement Program Budgets by transferring
$1,570,000 in the Measure P Fund from the Police Department HVAC Replacement Project
(GGV0261) and appropriated to the Police Department Facility Repair Project (GGV0232) in the
Police Facility Repairs category of the Measure P Spending Plan for the replacement of the Police
Department headquarters roof.
