RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE CITY OF CHULA VISTA
2026-2031 STRATEGIC PLAN
WHEREAS, the City of Chula Vista initiated a citywide strategic planning process to
develop a five-year Strategic Plan that establishes a shared direction for the City and guides
priorities, programs, services, and initiatives; and
WHEREAS, the development of the 2026-2031 Strategic Plan included input from the City
Council, City staff, and the community to help identify priorities and inform the City's strategic
direction; and
WHEREAS, the 2026-2031 Strategic Plan establishes the City's Mission, Vision, and
Values and four strategic goals: Community Infrastructure; Quality of Life & Safety; Growth &
Economic Vitality; and Good Governance; and
WHEREAS, the Strategic Plan identifies priorities and Major Initiatives under each
strategic goal to guide City decision-making, resource allocation, and service delivery over the
five-year planning period; and
WHEREAS, progress toward the strategic goals will be measured through Key
Performance Indicators (KPIs) for Core Services and status updates for Major Initiatives; and
WHEREAS, the Strategic Plan may be updated by the City Manager to incorporate City
Council direction, reflect changing priorities, and ensure the Plan remains relevant and an effective
tool for measuring progress; and
WHEREAS, the 2026-2031 Strategic Plan will provide a framework for advancing the City's
strategic priorities and promoting accountability for results over the five-year planning period.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it adopts the City of Chula Vista 2026-2031 Strategic Plan and further authorizes the City
Manager to update the Strategic Plan to reflect changing priorities, and ensure the Plan remains
relevant and an effective tool for measuring progress.
