No action taken. 4. STAFF COMMENTS Director of Human Resources Tomlinson provided updates on the upcoming Civil Service Commission appeal hearing. There was a consensus of the Commission to have a full-day hearing from 9 a.m. to 5 p.m. 5. CHAIR'S COMMENTS There were none. 6. ADJOURNMENT The meeting was adjourned at 5:20 p.m. Minutes prepared by: Zoe Peritz, Senior Administrative Secretary _________________________ Zoe Peritz, Senior Administrative Secretary Page 5 of 14 City of Chula Vista Civil Service Commission September 9, 2026 Agenda CITY OF CHULA VISTA POLICE DISPATCH CALL TAKER DEFINITION To receive, evaluate, prioritize, and process emergency and non-emergency telephone communications related to law enforcement, public safety, and local government operations; to document and disseminate critical information; perform computer database inquiries and record functions; and to provide support to police personnel, allied agencies, and the public. DISTINGUISHING CHARACTERISTICS Incumbents in this classification are responsible for handling high-volume emergency and non- emergency communications requiring sound judgement, professionalism, composure, and the application of established procedures in both routine and critical incidents. The Police Dispatch Call Taker classification is distinguished from the Police Dispatcher classification in that incumbents primarily perform call-taking, information gathering, and call processing duties and do not routinely perform primary radio dispatch responsibilities for field units; incumbents may support dispatch operations during critical incidents, staffing shortages, or emergency situations as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Police Dispatcher Supervisor; may receive technical and functional direction from a Police Dispatcher. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Answer and process 911 emergency and non-emergency telephone calls, text-based communication, administrative calls, and requests for services from the public and allied agencies. Elicit, evaluate, and accurately document information received from callers, including locations, suspect descriptions, vehicle information, weapons, hazards, medical needs, and other pertinent details. Assess the nature, urgency, and priority of incidents and determine the appropriate response in accordance with established policies and procedures. Enter, update, and maintain calls for service within the Computer Aided Dispatch (CAD) system. Determine appropriate jurisdiction and route or transfer calls to proper agency, department, or resource. Page 6 of 14 City of Chula Vista Civil Service Commission September 9, 2026 Agenda CITY OF CHULA VISTA Police Dispatch Call Taker Provide support to patrol personnel, records personnel, field units, allied agencies, and other divisions within the Police Department. Conduct database inquiries utilizing local, state, and federal law enforcement systems to obtain information regarding persons, vehicles, warrants, stolen property, criminal histories, protective orders, and related law enforcement information. Operate telecommunication systems including multi-line telephone systems, deaf telephone (TTD/TTY) equipment, radio systems, CAD systems, and other communications-related technologies Conduct database inquiries utilizing local, state, and federal law enforcement systems to obtain information regarding persons, vehicles, warrants, stolen property, criminal histories, protective orders, and related law enforcement information. Maintain accurate logs, records, and documentation of communications activity and departmental actions. Provide information regarding laws, regulations, City services, procedures, and department policies to the public and other agencies. Refer callers to appropriate social service, governmental, emergency, or community resources when appropriate. Receive and process sensitive, emotionally charged, high-risk, or emergency calls while maintaining composure and professionalism. Monitor and maintain awareness of officer and public safety concerns while processing calls and disseminating information. Utilize maps, GIS tools, resource materials, and reference systems to accurately identify locations and related information. Assist with routine clerical and administrative support functions related to Communications Center operations. Participate in required training, continuing professional training (CPT), and professional development activities. Work rotating shifts, weekends, holidays, overtime assignments, and emergency staffing situations as required. Perform other duties related to this position. Public safety dispatch and call-taking procedures. State and local law enforcement procedures, criminal codes, statutes, ordinances, and related regulations Geography, streets, landmarks, and jurisdictional boundaries within the Chula Vista and surrounding areas. Appropriate agencies and resources responsible for handling public safety incidents and emergencies. Computer Aided Dispatch systems, records management systems, and law enforcement telecommunication databases. Telephone, office and customer service etiquette. English usage, spelling, grammar, punctuation and report documentation standards. Current technologies and emerging trends in public safety communications. Ability to: Operate telephone, radio, CAD, computer, and related communications equipment proficiently and accurately. Effectively gather, analyze, prioritize, and relay information during routine and emergency situations. Remain calm, composed and professional while handling high-stress, emotionally charged, or traumatic incidents. Work effectively with codes, procedures, policies, and confidential information. Read, interpret, and relay map and geographic information accurately. Exercise sound judgment and make effective decisions under pressure and rapidly changing conditions. Accurately document information while managing multiple tasks and competing priorities simultaneously. Type at a speed of at least 40 net words per minute (NWPM). Communicate clearly and concisely, and effectively both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work Work with various cultural and ethnic groups in a tactful and effective manner. Deliver courteous, efficient, and responsive customer service. Adapt to changing technologies, procedures, staffing needs, and operational demands. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible clerical, administrative support, customer service, call center, emergency services, public safety, or related experience. Experience in public safety communications is highly desirable. Training: Equivalent to the completion of the twelfth grade. License or Certificate Completion of a California POST-certified Public Safety Dispatcher Basic Course within twelve (12) months of appointment. Special Requirement Must be at least eighteen (18) years of age at time of appointment. Intermittently stand, walk, bend, twist, reach and use hands and fingers to operate keyboards, telephones, radios and other office equipment;; must be able to hear, distinguish and comprehend telephone and radio communications despite background noise, static, multiple conversations, and other interference; verbally communicate clearly and effectively s over telephone and radio systems; visually able to read and interpret information displayed on multiple computer monitors simultaneously. WORKING ENVIRONMENT Primary work is performed indoors in a carpeted and air-conditioned office environment at a communications console having a computer display terminal. Work is generally performed in an area with fluorescent lighting and moderate noise level. Page 10 of 14 City of Chula Vista Civil Service Commission September 9, 2026 Agenda CITY OF CHULA VISTA POLICE SUPPORT SERVICES AND COMPLIANCE MANAGER DEFINITION To plan, organize, direct and coordinate the operations and activities of the Police Support Services section within the Police Department; to oversee department-wide records, Public Records Act (PRA) requests, criminal justice information, and regulatory compliance; to prepare statistical reports; and to perform other related work. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Police Administrative Services Administrator. Exercises direct supervision over assigned staff. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Plan, organize, direct, coordinate the operations and activities of the Police Support Services section within the Police Department; supervise and train assigned staff; assign work activities; monitor workflow; conduct performance evaluations and work with employees to correct deficiencies; participate in the selection of staff and recommend the appointment of personnel. Oversee the Police Department’s records management and document-imaging program; serve as official custodian of criminal justice records for the department; oversee the review, processing, retention, disclosure, redaction, and release of department records and information pursuant to the California Public Records Act (PRA) and other applicable laws, regulations, court orders, and departmental policies and procedures; oversee the release of criminal history information to authorized persons and agencies. Administer and oversee the Police Department’s public records request program; coordinate with police department divisions, investigators, prosecutors, the City Attorney’s Office, and other stakeholders to determine the scope, applicability, and appropriate release or redaction of responsive records; ensure requests are processed accurately and timely. Determine appropriate redactions and release of records in accordance with applicable laws, regulations, court decisions, and departmental policies; consult with the City Attorney’s Office and other appropriate parties on complex and sensitive matters. Ensure compliance with applicable federal, state, and local laws and regulations governing police records, public records, criminal justice information, confidentiality, retention, disclosure and information security. Page 11 of 14 City of Chula Vista Civil Service Commission September 9, 2026 Agenda CITY OF CHULA VISTA Police Support Services and Compliance Manager Administer the Police Department’s Records Management System (RMS), including system interfaces, data integrity, user access, security, and operational functionality; identify operational deficiencies and opportunities for improvement, and recommend and implement system enhancements; lead or participate in system implementation, modification, testing, and upgrade projects; coordinate with department personnel, IT, and outside vendors to evaluate and design workflows that support operational requirements, regulatory compliance, and records management standards. Serve as the Department’s Person Most Qualified (PMQ) in litigation and administrative proceedings involving criminal justice records, records management systems, data retention, disclosure practices, and regulatory compliance; respond to subpoenas and discovery requests; review declarations and affidavits; participate in depositions and court proceedings. Oversee and ensure department compliance with California Law Enforcement Telecommunications Systems (CLETS), California Department of Justice (DOJ), FBI Criminal Justice Information Services (CJIS) and other applicable criminal justice information system requirements; coordinate required audits, certifications, training, and compliance activities. Monitor and supervise all Police facility lobby activities; answer questions and provide information to the public; respond to and resolve difficult and sensitive situations, inquiries and complaints. Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. Coordinate and manage the Police Cadet Program; develop formal training procedures and evaluation system for cadet job performance. Oversee the administration of Livescan fingerprinting services. Supervise and manage the City’s alarm program. Prepare reports and correspondence related to assignment including monthly crime, arrest and traffic statistical reports for the State and FBI; research, compile and prepare monthly, quarterly and annual in-house reports. Represent the department at a variety of professional meetings; attend and participate in professional group meetings; monitor changes in legislation and regulations affecting police records, public records, criminal justice information, and departmental compliance; evaluate impacts and recommend changes. . Build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service. Perform other related duties as assigned. California Public Records Act and applicable Federal, State, and local laws, regulations, codes, court decisions, and professional standards governing police records, public records requests, records retention, disclosure, redaction, confidentiality, criminal justice information, and information security. General law enforcement and police department procedures, operations, and policies. Principles and practices of supervision, training, and performance evaluation. Principles and practices of leadership, motivation, team building and personnel management. Principles and practices of statistical research, analysis, data compilation and effective report writing. Customer service procedures and techniques for dealing with the public. Fingerprinting practices and techniques. Ability to: Supervise, train, and evaluate assigned staff; plan and coordinate work assignments. Analyze complex records, compliance, and regulatory issues; interpret applicable requirements; identify risks and alternative solutions; and implement or recommend alternative solutions. Develop and recommend policies and procedures to ensure operational effectiveness and compliance related to assigned operations. Interpret and implement policies and procedures. Maintain security, confidentiality, and lawful disclosure of restricted, confidential, and criminal justice information. Research and compile statistical reports. Experience and Training Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of increasingly responsible administrative and/or professional experience in a records management or technical service function of law enforcement, including experience administering records, public records, criminal justice information, compliance, or related regulatory programs, which includes three years of supervisory or lead level experience. Training: Equivalent to a Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Administration of Justice or a closely related field. License or Certificate: Valid California driver’s license. PHYSICAL DEMANDS On a continuous basis, sit at desk for long periods of time, intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulations; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds or less. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. WORKING ENVIRONMENT Primary work is performed indoors in a carpeted and air -conditioned office environment with fluorescent lighting and moderate noise level; there is some exposure to the external environment when going to outlying offices.
