RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SUPPORTING SENATE BILL 1138,
ASSEMBLY BILL 1761, AND ASSEMBLY BILL 2493 TO
PROMOTE ENERGY AFFORDABILITY, RATEPAYER
TRANSPARENCY, AND ELECTRIC GRID
ACCOUNTABILITY
WHEREAS, California residents continue to experience rising electricity costs that have
placed increasing financial burdens on households and businesses throughout the state; and
WHEREAS, many residents of the City of Chula Vista are served by San Diego
Community Power for electric generation, whose mission includes providing reliable, affordable,
clean energy while protecting the interests of local ratepayers; and
WHEREAS, increasing transparency, improving oversight of utility expenditures, and
reducing unnecessary costs passed on to customers are important public policy objectives that help
promote affordable and reliable electric service; and
WHEREAS, Senate Bill 1138 (Padilla) would authorize load-serving entities, including
Community Choice Aggregators such as San Diego Community Power, to meet up to 25 percent
of its resource adequacy compliance obligation through short-term transactions with another load-
serving entity providing additional flexibility to manage compliance more efficiently without
weakening reliability requirements to ensure enough electricity resources are available to meet
customer demand and maintain grid reliability; and
WHEREAS, Assembly Bill 1761 (Rogers) would improve transparency by requiring
disclosure of all data that is used to calculate the Power Charge Indifference Adjustment (PCIA),
including cost inputs, forecasting, and assumptions, and methodologies thereby allowing
Community Choice Aggregators, like San Diego Community Power, to verify calculations,
improve forecasting, and better protect ratepayers from unexpected cost increases; and
WHEREAS, Assembly Bill 2493 (Petrie-Norris) would strengthen oversight of
transmission projects by requiring each large electrical corporation to retain an independent third-
party auditor to review transmission-and interconnection-related project delays and promote
timely project completion by requiring large electrical corporations to begin the permitting process
within one year of the adoption of the transmission project in the annual transmission plan, thereby
supporting development of clean energy resources; and
WHEREAS, San Diego Community Power has identified Senate Bill 1138, Assembly Bill
1761, and Assembly Bill 2493 as priority legislation supporting greater affordability, transparency,
and accountability within California's electric system; and

WHEREAS, support for these measures advance policy objectives consistent with the City
of Chula Vista Legislative Platform's Environmental Quality policy area by promoting greater
energy affordability and transparency while supporting broader access to clean energy
technologies, particularly for under-resourced community members, and encouraging programs
that incentivize energy and water conservation and the adoption of clean energy and zero-emission
technologies.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it supports Senate Bill 1138, Assembly Bill 1761, and Assembly Bill 2493 that promote energy
affordability, ratepayer transparency, and electric grid accountability and respectfully urges the
California Legislature and Governor to enact these measures.
