Regular Veterans Advisory Commission Meeting
MINUTES
July 15, 2026, 6:00 p.m.
City Hall, Bldg. C, Conference Room B-111
276 Fourth Avenue, Chula Vista, CA
Present: Commissioner Castro, Commissioner Jimenez, Commissioner
Pine, Vice Chair Akana, Chair Nava
Also Present. Fire Captain Martinez, City Attorney Verdugo, Deputy City Clerk
Carballo
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.
2. ROLL CALL
Deputy City Clerk Carballo called the roll.
Commissioner Jimenez arrived at 6:04 p.m.
Commissioner Castro arrived at 6:10 p.m.
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Led by Chair Nava.
4. CONSENT CALENDAR (Item 4.1 through 4.2)
Moved by Commissioner Pine
Seconded by Commissioner Jimenez
To approve the recommended actions appearing below Consent Calendar items 4.1
through 4.2. The motion was carried by the following vote:
Yes (4): Commissioner Jimenez, Commissioner Pine, Vice Chair Akana, and Chair Nava

4.1 Approval of Meeting Minutes
Approve meeting minutes dated: May 20, 2026.
4.2 Approve Annual Activity Report
Approve Annual Activities Report for submittal to City Council.
5. PUBLIC COMMENTS
There were none.
6. ACTION ITEMS
6.1 Recommendation to City Council Regarding Enhanced Flagpole Lighting at
City Hall
No action taken.
6.2 Updates from Veterans Advisory Commission Subcommittee
Robert spoke on the Veterans Advisory Commission subcommittee's collaboration
with other City committees.
Moved by Commissioner Pine
Seconded by Commissioner Jimenez
To add an item to a future agenda to discuss the Fire Chiefs consideration of
accepting a banner donation on behalf of the Veterans Advisory Commission,
including any necessary forms. The motion was carried by the following vote:
Yes (5): Commissioner Castro, Commissioner Jimenez, Commissioner Pine, Vice
Chair Akana, and Chair Nava
Result: Carried (5 to 0)

To add an item to the next agenda for the City Attorney's Office to present an
overview of the process for coordinating with the Human Relations Commission to
host a Veterans Day event. The motion was carried by the following vote:

Chair Akana, and Chair Nava

Seconded by Commissioner Pine
To add an item to the next agenda to discuss coordinating with staff to request a
specific City Council meeting date for presentation of the Veteran of the Year
award by a member of the Veterans Advisory Commission. The motion was
carried by the following vote:
Yes (5): Commissioner Castro, Commissioner Jimenez, Commissioner Pine, Vice
Chair Akana, and Chair Nava
Result: Carried (5 to 0)

To add an item to the next agenda for the City Attorney's Office to present on
processes to liaise with the library to generate Veteran -specific utilization of the
current empty library space dedicated to Veterans. The motion was carried by the
following vote:
Yes (5): Commissioner Castro, Commissioner Jimenez, Commissioner Pine, Vice
Chair Akana, and Chair Nava
Result: Carried (5 to 0)

To add an item to the next agenda to discuss participation in the Starlight Parade,
including guidance from the City Attorney's Office regarding the process and the
potential invitation of outside parties. The motion was carried by the following vote:

Chair Akana, and Chair Nava
Result: Carried (5 to 0)
6.3 Election of Chair and Vice Chair
Moved by Chair Nava
Seconded by Vice Chair Akana
To elect Chair Nava as Chair and Vice Chair Nava as Vice Chair. The motion was
carried by the following vote:

7. ITEMS REMOVED FROM THE CONSENT CALENDAR
There were none.
8. STAFF COMMENTS
City Attorney Verdugo congratulated the Chair and Vice Chair and provided capital
improvement project updates.
9. CHAIR'S COMMENTS
Chair Nava, welcomed Captain Martinez back and thanked City Clerk staff for their
support.
10. COMMISSIONERS' COMMENTS
Commissioners thanked staff for their support and provided updates on future events.

Seconded by Commissioner Pine
To request that Fire Captain Martinez coordinate with City staff and provide an update
regarding the flagpole lighting at City Hall. The motion was carried by the following vote:
Yes (5): Commissioner Castro, Commissioner Jimenez, Commissioner Pine, Vice Chair
Akana, and Chair Nava
Result: Carried (5 to 0)
11. ADJOURNMENT
The meeting was adjourned at 7:37 p.m.
