Special Board of Ethics Meeting
MINUTES
July 20, 2026, 6:15 p.m.
Council Chambers, 276 Fourth Avenue, Chula Vista, CA
Present: Member Barragan, Member Gersten, Member Padilla, Member
Torres, Member Velissaropoulos, Vice Chair Hurst, Chair Salas
Also Present: Board Secretary Montalvo, City Attorney Verdugo, Deputy City
Attorney Pietanza
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A special meeting of the Board of Ethics of the City of Chula Vista was called to
order at 6:22 p.m.
2. ROLL CALL
Secretary Montalvo called the roll.
3. ACTION ITEMS
3.1 Discussion and Potential Action of Proposed Charter Amendment
Measure
Leonardo Figueroa spoke in opposition to Item 3.1.
Angelica Martinez spoke in opposition to Item 3.1.
Robert spoke in opposition to Item 3.1.
Delia Dominguez Cervantes spoke in opposition to Item 3.1.
David Stucky spoke in opposition to Item 3.1.
Bertha Lopez spoke in opposition to Item 3.1.
Charmaine Lindsay-Engdahl spoke in opposition to Item 3.1.

Chair shared that he called the special meeting because the commission
received the proposed Charter Amendment Measure currently before the
Chula Vista City Council for consideration for the 2026 Ballot with a
compressed timeline to review.
City Attorney Verdugo explained that much of what is being proposed falls
outside the Board's subject matter jurisdiction. Under the current Municipal
Code, the Board of Ethics may provide advice and recommendations
regarding the Code ❑f Ethics. The Board may discuss and provide input
on any proposed changes in the proposed charter amendment that
directly impacts, add to, or remove provisions of the Code of Ethics.
Member Gersten recommended that the commission take no action as the
process has been rushed.
Moved by Chair Salas
Seconded by Member Padilla
To draft a letter of recommendation with specific subsections as to the
reasoning why -that the process was not sufficient to move forward with
the proposed ballot measure that would amend the City's Charter.
The motion was carried by the following vote:
Yes (7): Member Barragan, Member Gersten, Member Padilla, Member
Torres, Member Velissaropoulos, Vice Chair Hurst, and Chair Salas
Result: Carried (7 to 0)
Moved by Member Torres
Seconded by Member Velissaropoulos
Chair Salas to draft the letter of recommendation and present to the City
Council on behalf of the Board of Ethics.
The motion was carried by the following vote:
Yes (7): Member Barragan, Member Gersten, Member Padilla, Member
Torres, Member Velissaropoulos, Vice Chair Hurst, and Chair Salas

4. STAFF COMMENTS
Secretary Montalvo thanked everyone for coming together quickly for our special
meeting.
City Attorney shared he is here for assistance.
5. CHAIR'S COMMENTS
Chair shared that it is impressive to see people here and engaging.
6. BOARD MEMBERS' COMMENTS
Member Padilla thanked the public for coming.
7. CLOSED SESSION

The meeting was adjourned at 7:45 p.m.
