HomeMy WebLinkAboutReso 2026-154RESOLUTION NO. 2026-154 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING SEAT DESIGNATIONS FOR NEWLY CREATED DISTRICT-NOMINATED SEATS ON THE BOARD OF LIBRARY TRUSTEES, CHARTER REVIEW COMMISSION, SUSTAINABILITY COMMISSION, TRAFFIC SAFETY COMMISSION, AND VETERANS ADVISORY COMMISSION WHEREAS, on May 5, 2026, the City Council adopted Ordinance No. 3622 to revise the appointment process for four seats on the Board of Library Trustees, Charter Review Commission, Sustainability Commission, Traffic Safety Commission, and Veterans Advisory Commission to create one district-nominated seat for each City Council district on each affected commission; and WHEREAS, the remaining seats on the affected commissions continue to be filled through the general appointment process; and WHEREAS, Ordinance No. 3622 also revised the district-nominated seats on the Traffic Safety Commission to require members appointed to those seats to reside in the corresponding City Council district; and WHEREAS, Chula Vista Municipal Code section 2.25.035 provides the process for reassigning existing members to revised seat designations when seat qualifications or appointment processes are modified; and WHEREAS, under Chula Vista Municipal Code section 2.25.035, the City Clerk is required to propose revised seat assignments for City Council consideration and approval with the intent of minimizing disruption to the affected commission; and WHEREAS, reassigned members retain their existing term expiration dates, and reassignment does not extend or shorten a member’s term or allow a member to serve more consecutive terms than otherwise permitted; and WHEREAS, if a seated member does not qualify for the newly assigned seat, the member may continue serving the remainder of the current term, and a qualified replacement must be appointed for the succeeding term; and WHEREAS, in developing the proposed seat designations, the City Clerk reviewed the current membership of each affected commission, including current seat assignments, district of residence, term expiration dates, vacancies, and seats expected to become vacant at the end of the current term; and WHEREAS, the City Clerk proposed seat designations intended to minimize disruption to the affected commissions by prioritizing vacant or soon-to-be-vacant seats where possible, considering district of residence as an objective factor where applicable, and using random drawing when more than one neutral assignment option was available; and Docusign Envelope ID: A93CEDD3-88F0-8058-83BD-B5D9FB3A5205 Resolution No. 2026-154 Page No. 2 WHEREAS, the Traffic Safety Commission required separate consideration because its district-nominated seats require members to reside in the corresponding City Council district, and the proposed seat designations allow current members to complete their existing terms consistent with Chula Vista Municipal Code section 2.25.035, with qualified successors to be appointed for succeeding terms; and WHEREAS, on July 1, 2026, the City Clerk conducted a public random drawing to resolve assignments where more than one neutral assignment option was available, and commissioners serving on the affected commissions were invited to observe the drawing. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approves the following seat designations for newly created district-nominated seats on the Board of Library Trustees, Charter Review Commission, Sustainability Commission , Traffic Safety Commission, and Veterans Advisory Commission: 1. Board of Library Trustees: a. Carrie Holleron is assigned to the District 1-nominated seat. b. James Moffat is assigned to the District 2-nominated seat. c. Roselle Ellison (holdover status/2nd term expired) is assigned to the District 3- nominated seat. d. Rita Beyers is assigned to the District 4-nominated seat. 2. Charter Review Commission: a. Jan Buddingh (holdover status/2nd term expired) is assigned to the District 1- nominated seat. b. Vacant seat formerly held by Michael Inzunza is assigned to the District 2- nominated seat. c. Ryan Keyes is assigned to the District 3-nominated seat. d. Vacant seat formerly held by Edgar Hopida is assigned to the District 4- nominated seat. 3. Sustainability Commission: a. Adriana Guevara Gluyas is assigned to the District 1-nominated seat. b. Raymundo Alatorre is assigned to the District 2-nominated seat. c. Christos Korgan is assigned to the District 3-nominated seat. d. Vacant seat formerly held by Eleuterio Buquiran is assigned to the District 4- nominated seat. 4. Traffic Safety Commission: a. Jorge Marroquin is assigned to the District 1-nominated seat. b. Arnold Luke is assigned to the District 2-nominated seat. c. Monica Becerra Firsht is assigned to the District 3-nominated seat. d. Veterans Advisory Commission: a. Ricardo Nava is assigned to the District 1-nominated seat. b. Francia Castro is assigned to the District 2-nominated seat. c. Vacant seat formerly held by Tanya Williams is assigned to the District 3- nominated seat. d. Vacant seat formerly held by Anthony Stewart is assigned to the District 4- nominated seat.
