RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING A CONSULTANT SERVICES
AGREEMENT BETWEEN THE CITY AND PFM FINANCIAL
ADVISORS LLC
WHEREAS, since 1993, through the adoption of the Otay Ranch General Development
Plan, the City of Chula Vista (“City”) has pursued a vision of locating a university within eastern
Chula Vista; and
WHEREAS, from 2001 through 2014, through a combination of land offer agreements,
land exchanges, and agreements with developers, the City acquired 383 acres of land subject to
restrictive covenants for University-Innovation District (“UID”) purposes; and
WHEREAS, in 2018, the City certified Final Environmental Impact Report
(FEIR14001/SCH 2014121097) and adopted the University-Innovation District Sectional
Planning Area Plan approving the entitlements for a UID; and
WHEREAS, additionally, over the years, the City has engaged in a number of studies to
determine the type of university(ies) that would best fit the university site from a land use and
economic development perspective; and
WHEREAS, Assembly Bill 662, authored by Assemblymember David Alvarez,
established the South County Higher Education Planning Task Force, a collaborative body
comprised of the City of Chula Vista, University of California, California State University,
California Community Colleges, Sweetwater Union High School District, and other stakeholders
to evaluate the governance models, funding mechanisms, and statutory changes required for
creating a four-year public university in South San Diego County; and
WHEREAS, on March 6, 2026, the City issued Request for Proposals P20-2026 seeking
competitive proposals from qualified firms to serve as the Task Force's technical financial
consultant; and
WHEREAS, the City received five (5) sealed bids on March 31, 2026, and after a
comprehensive assessment, staff recommended awarding the agreement to PFM Financial
Advisors LLC on a time and materials basis with a not-to-exceed amount of $140,000.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it approves a Consultant Services Agreement, between the City and PFM Financial Advisors
LLC., in the form presented, with such minor modifications as may be required or approved by
the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk, and
authorizes and directs the City Manager to execute same.
