RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING A COOPERATIVE
PURCHASING AGREEMENT FOR TREE MAINTENANCE
SERVICES BETWEEN THE CITY AND WEST COAST
ARBORIST, INC.
WHEREAS, on February 24, 2025, the City of La Verne solicited a request for proposal
(RFP) for citywide tree maintenance and arborist services; and
WHEREAS, on March 14, 2025, the City of La Verne received nine (9) proposals in
response to the RFP; and
WHEREAS, the proposals were evaluated, and four (4) firms were invited to participate in
interviews, where a three-member selection committee comprised of City of La Verne staff
assessed each firm based on predetermined evaluation criteria; and
WHEREAS, West Coast Arborists, Inc. (WCA) was selected by the City of La Verne to
perform citywide tree maintenance and arborist services pursuant to the City of La Verne
Professional Services Agreement with West Coast Arborists, Inc. (“Original Contract”); and
WHEREAS, the contract between the City of La Verne and WCA includes a provision that
extends the terms and conditions, including pricing, of that contract to other California local and
state government entities; and
WHEREAS, section 2.56.140 of the Chula Vista Municipal Code authorizes the City to
contract for goods or services through a cooperative purchasing arrangement provided the goods
or services were purchased through a competitive process that the Purchasing Agent determines to
be consistent with good purchasing practices; and
WHEREAS, the City’s Purchasing Agent has determined that the City of La Verne RFP
solicitation process was a competitive process consistent with good purchasing practices; and
WHEREAS, the City has a need for complete tree maintenance service of Chula Vista’s
urban forest trees; and
WHEREAS, the City desires to enter into an agreement with WCA through a cooperative
purchasing arrangement on the terms and conditions set forth in the Original Contract and the
Cooperative Purchasing Agreement; and
WHEREAS, WCA warrants and represents that it is experienced and staffed in a manner
such that it can deliver the services required of the City in accordance with the time frames and
the terms and conditions of this Cooperative Purchasing Agreement.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it approves a Cooperative Purchasing Agreement, between the City and West Coast Arborist,
Inc., in the form presented, with such minor modifications as may be required or approved by the
City Attorney, a copy of which shall be kept on file in the Office of the City Clerk and authorizes
and directs the City Manager to execute same.
