RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING THE FISCAL YEAR 2026-27
CAPITAL IMPROVEMENT PROGRAM BUDGET BY
APPROPRIATING PUBLIC FACILITIES DEVELOPMENT
IMPACT FEES FUNDS TO FIRE STATION 11 (CIP NO.
GGV0273) FOR ADDITIONAL CONSTRUCTION COSTS
WHEREAS, construction of Fire Station 11 is necessary to provide emergency response to
Otay Ranch Villages 2, 4, and 8 areas; and
WHEREAS, on April 23, 2024, City Council awarded a Progressive Design-Build
Construction Agreement to Erickson-Hall Construction Company for design and construction of
an Interim Fire Station 11; and
WHEREAS, in the course of design, the features and spaces were added to the design of
the Interim Fire Station 11, which were required for the Fire Department to serve the public
effectively and efficiently; and
WHEREAS, as the interim station design was developed and cost estimates were updated,
it became clear that a permanent station, rather than an interim station, was the appropriate choice
to deliver the best value to the City; and
WHEREAS, on May 20, 2025, with the adoption of the fiscal year 2025-26 budget, the
scope of the project was changed to a permanent station and the CIP project name was changed to
“Fire Station 11”; and
WHEREAS, the design has now been completed, and the Design-Builder has received bids
for the construction work; and
WHEREAS, the Design Builder and City staff have reviewed bids, evaluated costs, and
agreed on the Guaranteed Maximum Price (GMP) for the construction of the station; and
WHEREAS, the project costs exceed the available funds originally appropriated for the
interim fire station, and an additional $13,833,342.06 is required to complete the permanent
station.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it approves the amendment to the fiscal year 2026-27 Capital Improvement Program budget
by appropriating project costs of $13,833,342 from the available fund balance of the Fire
Suppression Component of the Public Facilities Development Impact Fees Fund to Fire Station 11
for additional construction costs.
