RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AUTHORIZING SUBMITTAL OF A
REGIONAL APPLICATION ON BEHALF OF ITSELF AS LEAD
PARTICIPANT AND ALL NON-LEAD PARTICIPANTS FOR
THE CALRECYCLE USED OIL PAYMENT PROGRAM
WHEREAS, pursuant to Public Resources Code sections 48000 et seq., 14581, and
42023.1(g), the Department of Resources Recycling and Recovery (“CalRecycle”) has established
various payment programs to make payments to qualifying jurisdictions; and
WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures
governing the administration of the payment programs; and
WHEREAS, because the payment programs allow regional participation, the City of Chula
Vista application will include the cities of Coronado, El Cajon, Imperial Beach, National City, La
Mesa, Lemon Grove, and Santee as Non-Lead participants; and
WHEREAS, CalRecycle’s procedures for administering payment programs require, among
other things, a Regional Applicant’s governing body to declare by resolution certain authorizations
related to the administration of the payment programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista,
that it authorizes City of Chula Vista staff to submit applications to the Regional Payment Program
on behalf of itself as Regional Lead Participant and all Non-Lead Participants.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that this
resolution:
A. Authorizes the City Manager, as Signature Authority, to execute all documents
necessary to implement and secure payment program funds.
B. Authorizes this Resolution to be effective for five (5) years from the date of its
adoption.
