Board of Library Trustees Regular Meeting
In-Person Public Comments: Join us for the Board of Library Trustees meeting at the time and
location specified on this agenda to make your comments. Each person will be allotted three minutes
to address the Board, unless otherwise adjusted by the presiding officer.

Recommended Action:
Approve the minutes dated: April 15, 2026.
3.2 Written Communications 7
Communication from Trustee Moffat requesting an excused absence from
the April 15, 2026 Board of Library Trustees meeting.
Recommended Action:
Excuse the absence.
PUBLIC COMMENTS
The public may address the Board on any subject matter within the Board's
jurisdiction that is not listed as an item on the agenda. State law generally prohibits
the Board from discussing or taking action on any issue not included on the
agenda. The Board may schedule the topic for future discussion or refer the matter

Present: Trustee Ellison, Vice Chair Holleron, Chair Beyers
Absent: Trustee Glinsky, Trustee Larson, Trustee Moffat
Also Present: Director of Library Services Whatley, Principal Librarian
Magbanua, Principal Librarian Ysla, Deputy City Attorney Ahn
Minutes are prepared and ordered to correspond to the agenda.
1. CALL TO ORDER
A regular meeting of the Board of Library Trustees of the City of Chula Vista was
called to order at 4:00 p.m.
2. ROLL CALL
Secretary Magbanua called the roll.
3. CONSENT CALENDAR (Items 3.1 through 3.2)
Moved by Trustee Holleron
Seconded by Trustee Ellison
Trustees approve the recommended action on the below consent calendar items.
The motion was carried by the following vote:

Robert commented on the empowerment of boards and commissions to change
policies.
5. ACTION ITEMS
5.1 Presentation, Discussion, and Consideration of Potential
Recommendation to City Council Regarding Library Budget
At the request of Chair Beyers, there was consensus to add an item to future
agendas regarding a memo to City Council about the Library budget.
Robert commented on the rights of the board to advocate positions on the
budget.
Select Chair Beyers to represent the Board of Library Trustees at the April
15, 2026 Community Budget Presentation.
Moved by Trustee Beyers
Seconded by Trustee Holleron
The motion was carried by the following vote:
Yes (3): Trustee Ellison, Vice Chair Holleron, Chair Beyers
Result: Carried (3 to 0)
Select Vice Chair Holleron to represent the Board of Library Trustees at
the April 22, 2026 Community Budget Presentation.

Trustee Ellison announced that her term will end in June 2026.

Chula Vista Municipal Code section 2.25.110 (C) allows board/commission/committee members, by a
majority vote, to excuse a fellow board, commission, or committee member's absence from a meeting for any
of the reasons listed below. A member who is absent from three consecutive, regular meetings will be
deemed to have vacated his or her membership, unless the member’s absence is excused by a
majority vote of the other members. An absence is only recorded as “excused” upon receipt ofa member's
request and majority vote of the board/commission/committee to excuse the absence. Accordingly, if you
have been absent from a regular meeting, please complete and submit this form to the chair or secretary.
