RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ADOPTING THE OPERATING AND CAPITAL
IMPROVEMENT BUDGETS FOR THE CITY OF CHULA
VISTA FOR FISCAL YEAR 2026-27 AND APPROPRIATING
FUNDS FOR THE FISCAL YEAR ENDING JUNE 30, 2027
EXCLUDING OPEN SPACE DISTRICTS: #01, #20 ZONE 5, #20
ZONE 7; COMMUNITY FACILITIES DISTRICTS: 07-M, 97-1,
97-2, 99-2; AND CAPITAL IMPROVEMENT PROJECT

WHEREAS, the City Council of the City of Chula Vista received and considered the City
Manager’s proposed operating and capital improvement program budgets for the City of Chula
Vista for the Fiscal Year ending June 30, 2027 (“City Manager’s Proposed Budget”); and
WHEREAS, on April 9, 2026, the Measure A Citizens’ Oversight Committee (COC)
affirmed that the City Manager’s Proposed Budget for the Fiscal Year ending June 30, 2027,
for the Measure A Sales Tax Fund was in compliance with the City’s approved Intended Public
Safety Expenditure Plan; and
WHEREAS, on April 16, 2026, as required by the City Charter, the Parks and
Recreation Commission reviewed and approved the City Manager’s Proposed Budget for the
Fiscal Year ending June 30, 2027, for the Parks and Recreation Department; and
WHEREAS, on May 14, 2026, the Measure P Citizens’ Oversight Committee (COC)
affirmed that the City Manager’s Proposed Budget for the Fiscal Year ending June 30, 2027
for the Measure P Sales Tax Fund was in compliance with the City’s approved Infrastructure,
Facilities and Equipment Expenditure Plan; and
WHEREAS, the City Manager’s Proposed Budget for Fiscal Year 2026-27 was
presented at the May 5, 2026, City Council meeting; and
WHEREAS, at the May 5, 2026, City Council meeting, the City Council accepted the
City Manager’s Proposed Budget for Fiscal Year 2026-27 as the City Council’s Proposed
Budget for Fiscal Year 2026-27 and set May 19, 2026, as the date for its adoption; and
WHEREAS, the budget submitted at this time for formal adoption and appropriation
has been published for the requisite ten-day public review period and represents the City
Council’s final proposed budget for Fiscal Year 2026-27, as accepted on May 5, 2026; and
WHEREAS, a copy of the City Council’s Proposed Budget for Fiscal Year 2026-27
document is on file in the Office of the City Clerk; and

WHEREAS, the proposed All Funds Budget as presented for adoption totals $661.0
million, including a General Fund budget that totals $318.1 million; and
WHEREAS, the total number of recommended permanent positions is 1,330.75 for
Fiscal Year 2026-27, a net increase of 5.0 positions when compared to the Fiscal Year 2025-26
Council adopted budget, which consists of a 1.0 net increase resulting from mid-year staffing
adjustments in Fiscal Year 2025-26 and a 4.0 net increase included in the proposed budget for
Fiscal Year 2026-27; and
WHEREAS, a public hearing on the budget was noticed and held as required by the
City Charter, and all public testimony was received and considered.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it adopts the operating and capital improvement program budgets for the City of
Chula Vista for Fiscal Year 2026-27 excluding Open Space Districts: #01, #20 Zone 5, #20
Zone 7; Community Facilities Districts: 07-M, 97-1, 97-2, 99-2; and Capital Improvement
Project PRK0349.
BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it
approves the appropriation of funds for the Fiscal Year ending June 30, 2027 as described in
the Expenditures by Department/Category report, as presented, a copy of which is on file with
the City Clerk’s Office, excluding Open Space Districts: #01, #20 Zone 5, #20 Zone 7;
Community Facilities Districts: 07-M, 97-1, 97-2, 99-2; and Capital Improvement Project
